ISITEP

ISITEP (Inter System Interoperability for TETRA-TETRAPOL Networks[1]) is a Seventh Framework Programme (FP7) European project, in the Subprogramme of SEC-2012.5.3-4 "Global solution for interoperability between first responder communication systems - Integration Project"[2], under the grant agreement no: 312484. The project started on 09/01/2013 and will end on 08/31/2016, for a total duration of 36 months.

The project will develop procedures, technologies, and legal agreements to achieve a cost-effective solution for Public Protection and Disaster Relief (PPDR) interoperability, demonstrating full radio interface migration for PPDR resources. The project goals will be obtained through the delivery of the ISITEP framework, which will be based on:

  • Mission-oriented procedures, functional models, and legal agreements;
  • An European network solution integrating all types of European national PPDR networks through a novel Inter System Interface (ISI) over IP protocol encompassing:
  • Bi-technology terminals based on smartphones/tablets with PPDR applications;
  • Supporting tools to assess business sustainability, technology needs, and improve training.

The aim of the project is to improve cooperation among European PPDR resources, in particular during cross-border operations.

Goal of the Project

A European network where forces share communications, processes, and a legal framework would greatly enforce response to disaster recovery and security against crime. Crime organizations are now globally connected while, in Europe, police transnational cooperation is limited, especially in terms of interoperable radio communications and jointly agreed procedures. The need for cooperation is growing in case of Disasters Relief. Since national resources are limited, and time is critical, sharing coordinated resources among EU Member States would improve effectiveness in operations. Until now, uncertainty on costs, timescale, and functionalities has slowed down integration of national Public Protection & Disaster Relief (PPDR) professional networks. The lack of interoperable communication systems, the limited available procedures with bilateral agreements has limited cooperation among PPDR forces, although a strong European commitment has been established through Schengen and Lisbon treaties.

An effective European interoperability solution requires a novel framework where all the interoperability-related factors are addressed simultaneously and coherently. Processes and organizations in PPDR operations shall be jointly addressed together with technological solutions at the network and terminal level. Such solutions shall integrate all four existing European network types (developed by ISITEP partners). ISITEP project will follow these challenging objectives delivering an integrated framework. The gap between state of the art and objectives is reduced by leveraging the assets already owned by ISITEP partners: know-how, IPR, facilities, infrastructures and previous investment from ISITEP industry raising to hundreds of millions of Euros.

The Innovation of the project

The pursued innovative results of the project, driven by an end-user advisory board, are:

  • An European cloud network solution integrating all types of European national PPDR networks through a novel Inter System Interface (ISI)[3] over IP protocol encompassing all the connections among TETRA and TETRAPOL networks
  • New Mission Oriented Procedures, functional models and a legal agreement model that will be proposed for approval between Norway and Sweden within the project timeframe.
  • Enhanced terminals with a novel architecture based on smartphones/tablets with PPDR applications
  • New supporting tools to assess business sustainability, technology needs and improve training

The Consortium

Being comprised of all the manufacturers of national European TETRA-TETRAPOL networks, main PPDR stakeholders, specialist SMEs, and research centres, the ISITEP consortium has all of the skills and the assets needed to derive the European PPDR network with the associated procedures, terminals, and supporting tools. The Consortium is composed of 15 partners and 12 additional members of the advisory board from 15 European countries.
