Ian Vyacheslavovich Luzin (born on the 16th of September, 1972 in Pskov, Russia). Entrepreneur, founder of holding company «Company group “LUG”».

Graduated from Saint-Petersburg State Technical University in 1994 (Economics and Management in Machine Building)

Completed training in “Business Management” at the faculty of higher economic education at Polytechnic University in IJselland (the Netherlands).

- In 1994, after graduating from university, set up with partners several commercial enterprises which provided services in real estate and were engaged in wholesale.

- Since 1996, he has managed the leading real estate agency in Pskov.

- Working in real estate market in collaboration with leading Russian banks, Ian Luzin started his first investment project in 2001. A small shopping complex “Passage” was built in the historic centre of Pskov. This investment project was carried out with assistance from Sberbank of Russia. The object was put in service on 17.12.2002. Since that time investment activities in real estate development through bank loans, as well as further management of commercial real estate, have become the primary activity for entrepreneur Ian Luzin.

- 22.11.2002 - Under the lidership of Ian Luzin implementation of a large-scale investment project is carried out – purchase and overhaul of former industrial property in the centre of Pskov, followed by construction of shopping and office spaces. The object under construction was named “Shopping Centre Maximus”..[1]. It was restructured with the help of an investment loan from Sberbank. 14.10.2004 - Completion of the first stage of the project 17.11.2005 – Completion of the second stage of the project

- 2005. Ian Luzin comes up with an idea to build a brand new modern shopping centre. Another investment loan is taken on 28.02.2006 from Sberbank and the construction starts. The outcome of the investment project was shopping centre “PIK-60” in Pskov [2].

- 2007. Ian Luzin decides to go into politics and refers the completed real estate objects and existing business to the management of third parties. Taking part in election to the Pskov City Duma of the forth convocation, he wins the election in his constituency. During the first session of Pskov City Duma Ian Luzin is elected the first Head of the city [3].

- 31 March 2009 – fellow deputies elect Ian Luzin as the Head of the Pskov City Administration [4].

- August, 2010 – Ian Luzin moved to the position of Vice-Governor to the Governor of Pskov Region of that time Andrey Turchak [5].

- 07.12.2010 – stepped down from the office of Vice-Governor, having decided to leave civil service, finish active political career and return to business management.

Summarizing his short three-year term in politics, Ian Luzin said that it was an important managerial experience. However, he understood that politics was not the sphere he wanted to exclusively devote his life to. In his own words, he was glad to return to his favourite work, which is development and business management, as well as implementing investment projects.

Later on Ian Luzin was elected a deputy of Pskov Region Deputy Assembly. He served as a deputy starting from December, 4, 2011, on a part-time basis, as a community activist in addition to his primary work. However, at the beginning of 2019 he abdicates his responsibilities, stating that he needs to focus on his business and thus cannot spend any more time on the community work

- Since 2011 Ian Luzin has become actively involved in housing development. A large-scale complex development begins in the 12th residential area in Zapskovye in Pskov. That was the first case of complex area development in the regional centre. Under direct supervision of Ian Luzin, there were built 11 blocks of flats with all necessary engineering and social infrastructure. Several construction stages of residential developments “Fifth Element” and “Euro-21” were completed. Since that time all directions of his business have been rebranded under one name “Company Group LUG”.

- 27.12.2011 – “Company Group LUG” wins the auction of the Russian Federal Foundation for Housing Development [6]. Having signed the contract on the lease of 152 hectares in Pskov district, the Company Group starts its comprehensive development in order to erect residential buildings. In several years the first quarter was finished. It was named residential development “Europe” [7], [8].

- 2014. Construction of “Akvapolis”, the biggest shopping and entertainment mall in the region, starts [9], [10]. The total area of the mall exceeds 65 000 m2. It has the only waterpark in the region.

- 2015. Residential development “New Scandinavia” is completed [11]

- 2016. Shopping and entertainment mall “Akvapolis” is built and opened [12]. The anchors of the project are a supermarket, a multi-screen cinema, a modern food-court and a shopping arcade.

- 2017. Construction of residential development “Orlov Estate” in Veliky Novgorod starts.

- 2017. Ian Luzin comes to a decision about the necessity of vertical merger of his business and creating production departments. A share package of AO DSK is bought. This enterprise produces and assembles buildings of prefabricated reinforced concrete. Right after the purchase anti-crisis management programme is launched. Simultaneously a course is set for a complete technical overhaul of DSK [13]. German engineers and consultants are invited to participate in the overhaul. Almost total replacement of operating and technological equipment takes place, as well as introduction of modern technological processes. A loan is taken from VTB bank in order to implement the large-scale technical modernization of the enterprise.

- 2018. Construction of a series of blocks of flats and residential development “Moscow” is completed in Velikiye Luki.

- 2019. Construction of residential development “Priority” in Pskov [14].

- 2020. Elite residential development “Parus De Luxe” is put into service in Pskov. The residential complex is located in the heart of Pskov, on the bank of the Velikaya River. Panoramic windows, lookout balconies and custom design of common facilities have been used in the city for the first time. The same year construction of residential complex SMART started. The project is designed for five-year implementation and includes construction of about 152 000 м2 of housing as well as social infrastructure facilities at the expense of the developer.
