The Immigration Service Agency of Japan (出入国在留管理庁, Shutsunyukokuzairyukanricho)<ref> is the government agency responsible for immigration and residence management in the Japanese government. It is an external agency of the Ministry of Justice of Japan. The head of the agency is appointed by the Ministry of Justice, thus the Minister of Justice, a member of the Cabinet, chosen by the Prime Minister from among members of the National Diet, bears full responsibility for the office.

History

Before World War II, Japanese immigration control was handled by the police, who were responsible for maintaining public order and overseeing foreigners in the Empire of Japan. After World War II, the GHQ ordered the Japanese government to establish new immigration control laws and offices in 1951. The Ministry of Foreign Affairs created the control office, primarily to manage immigration from the Korean Peninsula, a former colony. Key officers were recruited from the special higher police.

In 1952, the agency's functions were transferred as an internal bureau of the Ministry of Justice. In 2019, the bureau was established as an independent agency.

Inhumane treatment rife at immigration centers

The agency detains foreigners who have applied for refugee status or lost their visa status for years, treating them like prisoners. UN, media, congressmen, and lawyers have strongly condemned the agency's inhumane and hostile treatment of detained foreigners at immigration centers. According to journalists, 17 detained people have died due to inhumane treatment since 2007.

In 2021, the tragic death of a Sri Lankan woman at the Nagoya immigration center, directly attributable to inhumane treatment by officials, sparked widespread criticism of the agency.
