The Immigration Service Agency of Japan (出入国在留管理庁, Shutsunyukokuzairyukanricho)<ref> is the government agency of immigration and residence management of the Japanese government. It is an external agency of Ministry of Justice of Japan. The head of agency is assigned from Ministry of Justice, thus the Minister of Justice, a member of the Cabinet, who is chosen by the Prime Minister from among members of the National Diet takes full responsibility of the office.

History[edit]

The immigration control of Japan was handled by police to control and survey foreigners to keep public order of the Empire of Japan before WW2. After WW2, GHQ ordered Japanese government to legitimize new immigration control laws and office in 1951, and the Ministry of foreign affairs established the control office. At that time, the main purpose was for immigrants from the Korean peninsula, a former colony and main officers are hired from police who worked at special higher police.

In 1952 the function of the agency was removed as an internal bureau of the Ministy of Justice. In 2019, the bureau was established as an agency.

Inhumane treatment rife at immigration centers[edit]

The agency detains foreigners who apply refugee and lose visa status fo years such as prisoners. UN, media, congressmen, and lawyers strongly condemn agency’s inhumane and hostile acts for detained foreigners at immigration centers. According to journalists, 17 detained people died because of inhuman treatment since 2007.

In 2021, the tragic death of Sri Lankan lady at Nagoya immigration center directly caused by inhumane treatment of officials and raised strong critics against the agency.
