The plan is to capture the attention by starting the league by taking teams from those states where hockey is already popular to gain attention nationwide due to jam packed stadiums at every match. So it would be easy to get crowd very easily due to the presence of history and culture as like some places like Sundergarh, Jharsuguda, Keonjhar, Mayurbhanj districts of Odisha. Bilaspur, Rajnandgaon, Raipur of Chhattisgarh. Ranchi and tribal areas of Jharkhand. Tribal areas of Madhya Pradesh, And from popular areas of Punjab & Uttar Pradesh.
Stetting of a league[edit]
- Allowance of every football clubs in India who can afford to have a hockey team and make sure to build a dedicated hockey club.
- Allowance of applications from new clubs from all across the country.
- Setting up of district hockey association in every district at least in these state first then it can be compulsory for every state.
- State leagues have to be 3 months long, while Metropolitan leagues and District leagues have to be 2 and 1 month long respectively.
- HIL ,2.HIL,3.HIL,National League will be at least 7 months long.
- League matches will be played only on weekends which can be happen in two shift of morning and after noon.
- Government teams and Army teams are to be allowed to play in 2.HIL without any concern of relegation.

Domestic Cup[edit]
- It will be played among HIL,2.HIL,3.HIL , according to the cup's prestige.
- All the cup games will be played during weekdays.
Beighton Cup[edit]
- It'll be considered as the main domestic cup competition of India.
- Clubs from HIL,2.HIL will play in it .
Super Cup[edit]
- Second tier domestic cup competition of India.
- Clubs from first three division will play.
Women's league[edit]
- Every club playing in the top three division of the system have to have a women's team playing in the similar type of structure.
- In the district and metropolitan level anyone can build a women's club and league will be happen only in the metropolitan or state levels not mandatory for district association to have a women's league.
- Beighton Cup will be the sole domestic cup for women in the country.
Baby Leagues[edit]
U-18,U-15,U-13[edit]
- Cup tournament will take place at least for 1 month long.
- League should be happen in two phases in summer and after Rainy season.
