Indigenous statute
The Indigenous Statute is the term used to refer to the rights, but above all the obligations, of indigenous people in the Portuguese colonies, expressed in various legal documents.
The first was the Political, Social, and Criminal Statute of the Indigenous Peoples of Angola, and Mozambique, of 1926, the Colonial Act of 1930, the Organic Charter of the Colonial Portuguese Empire and Ultramarine Administrative Reform, of 1933, and finally the Statute of the Portuguese Indigenous Peoples of the Provinces of Guinea, Angola, and Mozambique, approved by the Decree of the 20th May 1954 , and which was a law which aimed for the "assimilation" of indigenous peoples into the (Western) colonial culture. The statute was abolished in 1961- by effect of the Decree n.º 43893, of the 6th September[1] - in the wake of the reforms introduced by Adriano Moreira when he was the Overseas Minister[2], with the objective of allowing indigenous peoples easier and more comprehensive access to Portuguese citizenship and to the rights which this inherently provides.
Until the introduction of the Statute, generally speaking, indigenous peoples had virtually no civil nor legal rights nor citizenship. With the new law three population groups were established: indigenous people, assimilated people, and white people. For this progression it was necessary to demonstrate a set of requirements (such as knowing how to read and write, dressing and adhering to the same religion as the Portuguese and maintaining a lifestyle and customs similar to Europeans, for example) which indigenous people would have to meet in order to obtain the “assimilated” status and be able to enjoy the rights which unassimilated indigenous people were denied.
