The Institute for Health Policy Studies or Instituto de Estudos para Políticas de Saúde is a Brazilian-based think tank that focuses on emerging health and development issues. The Institute's approach emphasizes quantitative research, health policies evaluation, the design of evidence-based policies and the promotion of a culture of health. The views of IEPS’ staff have been cited and referenced in news stories in the Brazilian and international press in connection with health policies and the Covid-19 crisis.

Studies done by IEPS have been reported worldwide, in over seventy countries.[1][2][3][4], with particular repercussions in Brazil[5][6][7] and Latin America[8][9][10].

The Institute for Health Policy Studies is headquartered in Rio de Janeiro, Brazil, with an office in São Paulo.

History

The Institute for Health Policy Studies was established in 2019 by Armínio Fraga[11], former President of the Central Bank of Brazil and other health policy experts such as Drauzio Varella, João Biehl, Paulo Hartung and Marcia C. Castro, among others. It is an independent and non-partisan think tank and do tank in Brazil.

IEPS has worked closely with other international think tanks such as Human Rights Watch, The Wilson Center, The PAHO, World Resources Institute to encourage changes in health policies and has established research partnerships with Imperial College London, Fundação Getulio Vargas and Princeton University.

In order to promote Health Culture, IEPS has partnered with two important Brazilian newspapers: Folha de São Paulo and Nexo. IEPS curates articles, stories and interviews from worldwide health experts for Folha de São Paulo, in its blog, Saúde em Público[12].

Criticism

The joint report, “Air is unbearable”, co-authored with Human Rights Watch and IPAM was heavily criticized by the Bolsonaro administration. Vice-President Hamilton Mourão said that he didn’t know where the organizations got those numbers.[13]

Miguel Lago has been a vocal voice in international media criticizing how Bolsonaro has responded to the Covid-19 crisis in outlets such as The New York Times[14], The Economist[1], The Guardian[15], The Wall Street Journal[16], Al Jazeera[17], CNN[18], NHK[19] and BBC[20].

COVID-19

Since March 2020, IEPS has been conducting quantitative research on the capacity of the Brazilian Public Health System (SUS) to deliver care during the pandemic through the publication of dozens of technical papers sent to the main public stakeholders and published on the IEPS website for public use[21]

During the Covid-19 pandemic, IEPS has been an integral part of building and maintaining the Coronacidades[22] platform, alongside Impulso[23] and Instituto Arapyaú[24]. This platform serves as a tool for municipalities to organize their response to the Covid-19 pandemic, with tools for monitoring[25], public management and communications[26], health management[27], and managing restrictive policies during and after the pandemic [28]. Hundreds of Brazilian municipalities have used this platform to aid and inform their decision-making[29]

Furthermore, IEPS has served as a beacon for information on the state of the Covid-19 pandemic in Brazil for the international press.[30][31] [32] [33]
