The Institute for Systems Engineering (IfSE) is a United Kingdom based professional membership organisation focussed on systems engineering. It acts as the UK chapter of the International Council on Systems Engineering (INCOSE) and is a licensed Professional Engineering Institution under the Engineering Council. IfSE supports the development and application of systems engineering principles across industry, government, and academia in the UK[1]. It's membership currently exceeds 1600 members[2]. The organisation was formerly known as INCOSE UK.[3][4][5]
History
The organisation was originally formed in 1994 as the United Kingdom chapter of the International Council on Systems Engineering, commonly referred to as INCOSE UK[6]. It functions as a volunteer-led professional engineering institution providing events, training, publications, and networking for systems engineers in the UK.[3]
In March 2025, INCOSE UK was granted a five-year licence by the Engineering Council to accredit and register members as Chartered Engineer (CEng), Incorporated Engineer (IEng), or Engineering Technician (EngTech).[7]
In July 2025 the organisation rebranded as the Institute for Systems Engineering (IfSE) to reflect its evolution into a distinct professional institute for systems engineering in the United Kingdom while retaining its affiliation with INCOSE.[5][8]
Activities
IfSE undertakes activities to support its members and promote the systems engineering profession. These include:
- hosting conferences such as the Annual Systems Engineering Conference (ASEC)[9], workshops and webinars
- professional development, certification guidance, and continuing professional development (CPD)
- initial development of the Systems Engineering Competency Framework[10] used internationally
- publications, including educational guides and journals[11]
- special interest groups and local networks across the UK
- early careers support and student engagement programmes[3]
Governance
IfSE is governed by an elected council and board of directors responsible for strategic leadership, governance, and member services. The organisation operates with volunteer support across committees and working groups that support its objectives, professional development and events programmes.[3]

Some individuals who have held leadership roles in INCOSE UK/IfSE include:
- Andrew Pemberton – President at the time of transition to IfSE in 2025.[5]
- Ivan Mactaggart – Past president of INCOSE UK (served circa 2016–2018), noted for contributions to the organisation’s development.[12]
- Derek Hitchins – Systems engineer and inaugural president of the UK chapter in its early years.
