Ismael Qasemyar is a former chairman of the Emergency Loya Jirga (Grand Council) of 2002 in Afghanistan. He declared "We announce Hamid Karzai as the president of the coming interim government". Karzai was elected President of Afghanistan at this meeting by a wide margin.[1]
