The Istanbul Metropolitan Municipality (IMM, Turkish: İstanbul Büyükşehir Belediyesi, IBB) is a the government agency in charge of the municipal affairs of the Istanbul Province. It is one of the 30 metropolitan municipalities in Turkey.

On March 8, 1984, the metropolitan municipality act was put into force and on March 23 the Istanbul Metropolitan Municipality was established.[1] The administrative limits of the Istanbul Metropolitan Municipality were enlarged in July 2004 and extended to the whole Istanbul Province. Before, only 35% of the Istanbul Province was under the control of the Istanbul Metropolitan Municipality. The IMM now concentrates the competences of public management.[2] Previously, the existence of various authorities created complexity.[3] Few responsibilities remain for the provincial government.[4][5] The Provincial Administration's duties are limited to the building and maintenance of schools, residences, government buildings, and roads, and the promotion of arts, culture, and nature conservation.[6]
Organization[edit]
The IMM is divided into 39 district municipalities, a lower level of government. Conflicting relationships with lower local governments may hinder the IMM, for instance for urban planning.[7]
Governance[edit]
The Municipal Council of Istanbul (Turkish: İstanbul Büyükşehir Belediye Meclisi) is the decision-making organ of the Istanbul Metropolitan Municipality.[8]
