J. David Frost is a civil engineer and academic at the Georgia Institute of Technology.[1] University System of Georgia Board of Regents agenda materials list him as holding the Higginbotham Professorship and as a Regents’ Entrepreneur.[2][3]

His research has focused on the impacts of natural and human-caused disasters on infrastructure, including development and use of digital field data collection systems in post-disaster reconnaissance and damage assessment.[1][4]

Frost has served on National Science Foundation-supported post-disaster study teams and is a founding member and chair of the Geotechnical Extreme Events Reconnaissance (GEER) Association.[1][5] In 2023, an Earthquake Engineering Research Institute news release quoted him as GEER principal investigator in connection with GEER’s reconnaissance report on the 2023 Kahramanmaraş earthquakes.[6]

In 2021, the National Institute of Standards and Technology listed Frost as a supporting team member of its National Construction Safety Team investigation into the Champlain Towers South collapse.[7][1]

Frost received the American Society of Civil Engineers (ASCE) H. Bolton Seed Medal in 2023 and is listed among recipients of the ASCE Walter L. Huber Civil Engineering Research Prize in 2001.[8][9][10]

Education

Frost received B.A.I. and B.A. degrees in civil engineering and mathematics from Trinity College Dublin in 1980 and M.S. and Ph.D. degrees in civil engineering from Purdue University in 1986 and 1989.[11][1]

Career

A 2008 lecture biography published by Columbia University states that Frost worked in industry in Ireland and Canada prior to returning to graduate school, served on the Purdue University faculty after completing his Ph.D., and joined the Georgia Tech faculty in 1992.[11]

Minutes of the University System of Georgia Board of Regents from January 2000 listed Frost (as "James David Frost") as director of the Georgia Tech Regional Engineering Program (GTREP) and noted that he presented an update on the program to the Board.[12]

The same 2008 lecture biography described him as vice provost at Georgia Tech.[11]

Disaster investigations and reconnaissance

A 2001 report in JOM described Frost as leading a team that collected and analyzed structural damage data at the World Trade Center site using handheld technology originally developed for post-earthquake damage assessment, including software developed by Frost and his research group.[4]

A National Hazards Center newsletter listed Frost as principal investigator of a National Science Foundation-supported project on digital data collection for damage assessment in the area surrounding the World Trade Center site after the September 11 attacks.[13]

The National Institute of Standards and Technology lists Frost as a supporting team member in the National Construction Safety Team (NCST) investigation into the Champlain Towers South collapse.[1][7]

Entrepreneurship and technology transfer

Georgia Tech reports that Frost has founded two software companies involving intellectual property developed at Georgia Tech: Dataforensics (subsurface data collection and management for infrastructure projects) and Filio (software used to manage visual documentation using cloud storage and AI for infrastructure construction and post-disaster reconnaissance).[14]

Georgia Tech coverage also describes Filio as supporting capture and organization of field documentation (including photos, video, and 360-degree imagery) and generating summary reports in construction and disaster-reconnaissance contexts.[15][16][17]

Bio-inspired ground anchoring research

The Deep Foundations Institute reported that John Huntoon worked with Georgia Tech professor David Frost to develop root-inspired ground anchors, which Huntoon works to commercialize through his company BioBlt Infrastructure Systems.[18]
