Jake Coho is an American politician from Nampa, Idaho. He has served as a legislative substitute in the Idaho Senate for Brian Lenney, the Republican senator representing District 13.
Idaho Senate
Coho served as a substitute for Lenney during the 2025 and 2026 sessions of the Idaho Legislature. Under Idaho law, legislators designate substitutes in advance who are sworn in and exercise full voting rights during a member's absence.
In April 2025, Coho carried Senate Bill 1162 on the Senate floor in Lenney's place. The bill would have limited the authority of Idaho cities to regulate short-term rental properties, barring local requirements on owner occupancy, professional property management, additional insurance, usage reporting, fire suppression systems, and parking. Coho argued the measure protected property rights and tourism revenue while reducing the need for litigation between cities and rental owners. The bill failed on a vote of 11 to 23.[1]
In March 2026, Coho, again substituting for Lenney, was one of nine senators who voted to call House Bill 745 out of the Senate Commerce and Human Resources Committee. The bill would have barred Idaho school districts from deducting union dues through their payroll systems and from giving employees paid leave for union activities. Committee chairman Dan Foreman, R-Moscow, had declined to schedule a hearing, saying he was holding the bill while he pursued negotiations with the Idaho Education Association. The Senate rejected the motion on a 25–9 vote.[2]
