Secretary General of the AEF from 1944, he was called to assume the interim of the function of Governor General of this federation.
He was named the last high commissioner of the French Republic in Madagascar and occupied this function of October 1953(initially as Governor) at May 1, 1959 ; he was then the first High Representative and Ambassador of Franceto the Malagasy Republic within the framework of the French Community until 1961.
Corresponding member of the Academy of Overseas Sciences, he is the author of the preface to Madagascarades et autresmémoirs d'outre-mer, published by Éditions Walter Rauschenbusch in 1989.
