The Jhansi Development Authority (JDA) is an urban development authority responsible for planning and development in and around Jhansi in the Indian state of Uttar Pradesh. Its functions include preparation and implementation of the city's master plan, development control, land management and development of urban infrastructure and housing.[1]

The authority exercises its planning functions under the Uttar Pradesh Urban Planning and Development Act, 1973.[2] Its jurisdiction, the Jhansi Development Area, extends beyond the limits of Jhansi Municipal Corporation and includes several adjoining urban areas and villages.[1]

As of September 2026, the authority is chaired by the Divisional Commissioner of Jhansi Division, Bimal Kumar Dubey, IAS. Himanshu Gautam, IAS, is the vice-chairman and Gaurav Shukla, PCS, is the secretary.[3]

History

Planning controls in the Jhansi area predate the present development authority. According to JDA, Jhansi and approximately 8 square kilometres of adjoining territory were declared a regulated area in 1967 under the Uttar Pradesh Regulation of Building Operations Act, 1958.[1]

The regulated area was expanded in 1978 to include the municipal area and 39 adjoining revenue villages.[1]

In 1984, the Government of Uttar Pradesh declared a Jhansi Development Area under the Uttar Pradesh Urban Planning and Development Act, 1973. The notified development area initially included the urban area and 39 adjoining villages and covered approximately 309 square kilometres.[1]

The development area was expanded in 2013 with the addition of 62 villages.[1] JDA states that its present jurisdiction comprises Jhansi Municipal Corporation, the railway township, Jhansi Cantonment, Khailar and Parichha census towns, Baragaon Nagar Panchayat, Baruasagar Nagar Palika Parishad and 101 villages, including 18 villages falling within municipal limits. The authority gives the total development area as approximately 732 square kilometres.[1]

Organisation

Jhansi Development Authority is a statutory planning and development body. Unlike Jhansi Municipal Corporation, it is not an elected municipal legislature.

The authority is headed by a chairman, with its executive administration led by a vice-chairman. As of September 2026, Bimal Kumar Dubey, IAS, the Divisional Commissioner of Jhansi Division, serves as chairman; Himanshu Gautam, IAS, serves as vice-chairman; and Gaurav Shukla, PCS, serves as secretary.[3]

JDA's administrative staff includes officers responsible for town planning, civil engineering and land administration.[4]

Functions

The authority is responsible for statutory planning and development-control functions within the Jhansi Development Area. According to JDA, its principal functions include:[1]

  • preparation of master plans for planned urban development;
  • regulation of development in accordance with the master plan;
  • acquisition and management of land for housing and urban development;
  • development of physical and social infrastructure; and
  • provision of housing for economically weaker sections.

JDA also processes development and property-related matters including building-plan approval, property allotment, mutation and conversion of eligible leasehold properties to freehold.[5]

Planning area

The Jhansi Development Area is larger than the municipal territory administered by Jhansi Municipal Corporation. JDA states that the development area presently covers approximately 732 km² and includes:[1]

JDA exercises planning and development-control powers within the notified development area, while day-to-day municipal services within the municipal corporation limits are administered primarily by Jhansi Municipal Corporation.

Master plan

Preparation and implementation of the statutory master plan for Jhansi is one of JDA's principal planning functions.[1] The authority publishes material relating to both the Jhansi Master Plan 2021 and Master Plan 2031, together with village-level land-use information and maps.[6]

Master Plan 2031

The Jhansi Master Plan 2031 is the current long-term planning framework for the area. During proceedings before the National Green Tribunal in August 2025, counsel for JDA informed the tribunal that the Master Plan 2031 had recently been notified.[7]

The master plan had previously been the subject of proceedings before the tribunal while it remained in draft form. In November 2022, the tribunal directed the Government of Uttar Pradesh to consider issues concerning the treatment of green-belt land in the draft Master Plan 2031 in light of an earlier Supreme Court judgment.[8]

Zonal development plans

Following the Master Plan 2031, JDA initiated preparation of zonal development plans for more detailed planning of the development area.

In 2025, the authority invited consultants to prepare zonal development plans under section 9(1) of the Uttar Pradesh Urban Planning and Development Act, 1973.[9]

JDA's planning document states that Master Plan 2031 covers approximately 505.267 km². Within this area, 15 planning zones have been designated, covering approximately 163.75 km² for preparation of zonal development plans.[9]

The zonal plans are intended to provide more detailed guidance on land use, physical and social infrastructure, parks and open spaces, transport and circulation systems.[9]

Development schemes

JDA develops residential and commercial schemes within its jurisdiction. Schemes listed by the authority include Betwa Vihar Awasiya Yojna, Sarandhra Nagar Awasiya Yojna, Veerangna Nagar Awasiya Yojna, Peetambra Nagar Awasiya Yojna, Talpura Awasiya Yojna, the Veerangna Nagar Commercial Complex and the Jhalkari Bai Commercial Complex.[10]

The authority uses online systems for allotment and disposal of some properties, including e-lottery and e-auction systems.[5]

Relationship with Jhansi Municipal Corporation

JDA and Jhansi Municipal Corporation perform different functions within the Jhansi urban area.

JDA is principally responsible for statutory urban planning, preparation of the master plan, land-use regulation, development control and development schemes within the wider Jhansi Development Area.[1] Jhansi Municipal Corporation is the urban local body responsible for municipal administration and civic services within its municipal boundaries.

JDA's planning jurisdiction therefore extends beyond the territory administered by the municipal corporation and includes other urban jurisdictions and surrounding villages.[1]
