Joe "Clatter" Neves (born 04 June 1959) is an Afro-Portuguese guitarist, best known as "Joe Snow" as a former member of The African Silver Wings Band - Angola (1971–1975) and The Sun Children (1980–1984). Joe "Clatter" Neves has played guitar with several musicians from around the world and in the United Kingdom of Great Britain as solo performer, and contributing with riffs and leaks to other musicians in studio.

Joe "Clatter" Neves was born to a working-class family in Gabela, Kwanza-Sul (South Kwanza) in Angola where his father a footballer "right-winger" and later worked as a manager for the public works of the city council in Angola. He began playing guitar at age nine, learning to play from the street players and some of his neighbours. As a teenager, he formed bands with schoolmates and other friends and started performing concerts in Angola, South Africa, Sierra Leona, Gabon, Spain, and later in England under names such as The African Silver Wings Band, The Sun Children, The Mission, The One Man Band.

Joe "Clatter" Neves also worked in partnership with a Chicago Band "Thadeus Project" as a promotor for the United Kingdom and writing riffs and leaks for many different musicians. Joe comes from a musicians and song writers family where we can find "Luis Saraiva P. Waddington" from Surrey, UK, who played in several rock bands and is the father of Jason Luís Cheetham, "Jay Kay" from the Jamiroquai Band.

Joe "Clatter" Neves has been living in the Lake District, England for a couple of years running an hotel and playing, lived on the outskirts of Bicester, Oxfordshire in the village of Upper Heyford / Lower Heyford, and in Aylesbury, Buckinghamshire jamming with several well known British musicians and bands, but working mainly in his home studio where Joe prefers to be and work.
