John R. Norris (born September 06, 1958) is a long-time civil servant, political strategist, and advocate for rural America who was appointed by President Barack Obama to represent the U.S. Department of Agriculture to the United Nations Rome-based agencies. Prior to his position at the USDA, he was confirmed by the U.S. Senate in 2009 and reconfirmed in 2012 to serve on the Federal Energy Regulatory Commission.[1] He is married to Jackie Norris who managed Barack Obama’s 2008 Iowa Caucus campaign and served as First Lady Michelle Obama’s first chief of staff. They have three sons and live in Ames, Iowa.[2]

Personal Life and Education[edit]

Norris was born on September 6, 1958, and grew up on a farm in Red Oak, Iowa.[3] He graduated from Simpson College in Indianola, Iowa in 1981 with a B.A. in political science.[4] He earned a J.D. with distinction in 1995 from the University of Iowa College of Law.[5] 

He is a member of the United Methodist Church

Early Political Career[edit]

During the 1988 Iowa Caucuses, Norris managed Jesse Jackson’s campaign[6] and John Kerry’s winning Iowa Caucus campaign in 2004.[7] He also served as an aide to Senator Tom Harkin and former Congressman Leonard Boswell and helped guide Vilsack’s 1998 campaign for governor as chairman of the Iowa Democratic Party.

Public Service[edit]

From 2005 to 2010, Norris served as the Chairman of the Iowa Utilities Board, the three-member public utilities board that oversees regulation of all electric, gas, telecommunications and water utilities in the State of Iowa.[8] Norris served as commissioner with the U.S. Federal Energy Regulatory Commission before accepting a position with the USDA’s Foreign Agriculture Service in Rome.[9]

Chief of Staff to Gov. Tom Vilsack[edit]

In 1999, Norris served as Chief of Staff to Governor Tom Vilsack.[10]

Chief of Staff at the United States Department of Agriculture (USDA)[edit]

Norris was the first Chief of Staff at the USDA during the Obama Administration. He served under Secretary Vilsack and directed the USDA Sub-Cabinet which included the USDA workforce of over 110,000 employees.[11]

USDA’s Foreign Agriculture Service[edit]

In 2014, Norris was appointed as the minister-counselor for the USDA's Foreign Agriculture Service in Rome, the top position representing the U.S. Department of Agriculture interests in Italy.[12]

Candidate for Governor of Iowa[edit]

In the spring of 2017, Norris announced that he was strongly considering a candidacy for Governor of Iowa.[13]
