Joseph James Grogan (born February 22, 1972) is an American lawyer and healthcare advisor serving as the Director of the Domestic Policy Council under President Donald J. Trump. As President Trump’s lead healthcare advisor, Grogan converted a traditionally small office into an influential policy council..[1] [2]
Grogan led policy initiatives to increase healthcare transparency, reduce surprise medical billing[3], advance kidney care[4], prevent veteran suicide[5], and lower drug prices[6]. Aside from healthcare initiatives, he's driven policy in areas of religious liberty[7][8], opportunity zone implementation [9], and human trafficking[10].
Grogan began his career as a Special Assistant at the Administration for Children and Families in 2001. He soon was appointed as the Executive Director of the Presidential Advisory Council on HIV/AIDS. In 2006, Grogan joined the Food and Drug Administration under President George W. Bush as a Senior Policy Advisor for legislative and policy initiatives[11]
After leaving the Bush Administration, Grogan joined the private sector as Vice President of the Marwood Group. He later became the Director of Global Regularly Affairs and Safety at Amgen where he directed North American Regulatory Policy. Before joining President Trump’s Administration, Grogan was the Director for Federal Affairs at Gilead Sciences. Grogan's initial appointment in the Trump Administration in March of 2017 was as Principal Assistant Director for Health Programs at the Office of Management and Budget.
