Cambodian Children's Trust[edit]

Cambodian Children's Trust commonly known as CCT is a medium sized non profit organization child protection charity[1] operating in Battambang, Cambodia. Cambodian Children's Trust was established in 2007 by co founders Tara Winkler and Pon Jedtha to improve the lives of children through better education, health care, and economic opportunities, as well as providing emergency aid.


The organization promotes policy changes within the child protection sector, pushing for a to transition to a family-based care model.[2] Cambodian Children's Trust and its founder Winkler have achieved notoriety in Australia and around the world for their efforts to "end the era of orphanages" in Cambodia,[3]and the practice of orphanage tourism[4]

History[edit]

Founding of Cambodian Children's Trust[edit]

Co-founder Tara Winkler visited Cambodia in 2005 as a tourist and began volunteering at an orphanage in Battambang. Upon discovering corruption and abuse at the orphanage, Winkler with the help of Cambodian child protection professional Pon Jedtha, opened a new orphanage which would become Cambodian Children's Trust. In August 2007 the organization with the help of local authorities rescued 14 children from the orphanage and took them into their care.

Following the rescue, Cambodian Children's Trust operated as an orphanage. The organization worked to reunite the children with their families and communities of origin and close the orphanage.[6]

Inquiry into Establishing a Modern Slavery Act in Australia[edit]

On the 17th August 2017, the Foreign Affairs and Aid Sub-Committee was briefed by representatives from the Cambodian Children’s Trust for the Inquiry into Establishing a Modern Slavery Act in Australia[7]. Both Winkler and orphanage survivor Sinet Chan testified that holding children in orphanages is a form of child slavery[8]. In 2018, the Modern Slavery Bill was passed in Australia, recognising that orphanage trafficking is a form of modern-day slavery.[9]

Programs and Initiatives[edit]

The Village Hive Model[edit]

Cambodian Children's Trust implemented a "Village Hive model" in an effort to avoid the detrimental effects institutional care can have on children.[10] Through this model the organization aims to bring it's services into impoverished villages. The organization seeks to combat poverty, prevent child-family separation and foster long-term resilience and self-sufficiency through this model.[11]

Jaan Bai Restaurant[edit]

In 2013, Cambodian Children's Trust established a social enterprise restaurant. The restaurant is run and managed independently of the charity by Cambodian youth in a profit-share agreement. The restaurant donates a percentage of its proceeds to support Cambodian Children's Trust’s work.[12]

Information and Communication Technology (ICT) program[edit]

In 2015, Cambodian Children's Trust partnered with public high schools and the teacher training college in Battambang City to develop an Information and Communication Technology (ICT) program. The program is now integrated into the national high school curriculum and is fully funded and operated by the public schools.[13]

Cambodian Children's Trust is governed and operated by a Cambodian team. The organization publicly states its commitment to the empowerment of Cambodian people through employment policies and community engagement frameworks.[14]

In 2011 CCT co founder Tara Winkler received a NSW state young Australian of the year award for her work in establishing Cambodian Children's Trust[20]
