Judge A. Ratnavelu M.A.B.L. served as a Principal District Judge (Super Time Scale Cadre) in India. He is currently serving as the Chief Law Officer of the Slum Clearance Board in Tamilnadu, India. He graduated with his law degree at Madras Law College in 1975 and got enrolled as an Advocate in 1975. Due to his work, he has been coined as the "Public Legal Awareness Educator". His performance on "The Legal Awareness"[1] in Coimbatore was appreciated by the Common Wealth Human Rights Initiative, New Delhi, in 2005. The Bharathiar University, Coimbatore (Prof. D. Padmanaban, career guide) has published an evaluation report on his legal awareness performances in Coimbatore 2003-2006.

Judge Ratnavelu studied up to 11th standard at Government High School Kallavi (now Krishnagiri District), Tamilnadu. Thereafter, He got his B.A. degree at Sri Ramakrishna Mission Vidyalaya, Periyanaickenpalayam, Coimbatore in 1971 and his M.A. Political Science at Madras University.[citation needed]

Judicial Service[edit]

He started his legal profession in 1975. He had put in active practice in both Civil and Criminal cases at the District courts up to 1986 as an Advocate in Krishnagiri, Tamilnadu. He got selected for the post of Civil Judge (District Munsif) in the Tamilnadu State Judicial Service in 1986 through the Tamilnadu State Public Service Commission as a Meritorious candidate. He has been selected for the post of Civil Judge on the open competition category in the Service Commission selection.

Initially, He served as a Civil Judge (District Munsif) at Mettur Dam in 1986. Within three years, he was promoted as a Sub-Judge and posted to Sub-court at Thirupathur(NA District), Tamilnadu in 1989. He served as a Sub-judge for nearly nine years in various courts namely, Salem, Chengalpet. Furthermore, he served as third metropolitan Magistrate as the head of the unit in the Georgetown Court, Chennai-1 in 1992.

He got promoted as additional District Judge cum Chief Judicial Magistrate in Independent charge of the court at Nagapattinam in 1997. Thereafter, he was upgraded as Principal District and Sessions Judge and Special Judge of Essential commodities court (EC Court) in Pudukottai in 1999.

He served as a Principal District Judge in the District of Coimbatore[2] [3] [4] from 2003 to 2006 with outstanding performance in the sphere of judicial service and legal awareness.

Thereafter, he served as President of District Consumer Redressal Forum at Chengalpet[5], Kancheepuram Districts for the periods from 2009 to 2013.

Further, the Honorable High Court in Madras has appreciated his performance as to the issuance of booklets, holding more than 500 legal awareness camps and clinics, and formation of legal awareness groups, students legal awareness cells (SLAC), particularly in Coimbatore district. He has been appointed as Member Secretary of Tamilnadu Legal Services Authority, Chennai in 2006. Afterwards, he has served as administrator general of Trust properties and Administrator General of Pachaippas College Trust also throughout Tamilnadu.

He has introduced Yoga systems in Pachaippas College in 2007 in Chennai. Then, he has served as Principal District Judge in Namakkal District[6] where he has made advancements in providing legal aid, legal awareness particularly to the AIDS people in Namakkal districts. For which, with the permission of the Honorable High Court Madras, Pothanur Village has been adopted for the legal awareness and legal clinic for the AIDS people with the assistance of AIDS committees consisting of, Panchayat Union chairman, and Police authorities also. Then the Honorable Justice G. Jayachandran, High Court of Madras has appreciated his performance and declared that such a AIDS clinic for the affected people by way of adopting a village Pothanur is the first time in India in 2008. All the English and Tamil dailies have appreciated his role as a chairman of district legal services authority in the Sphere of Legal Awareness and Legal aid to the AIDS affected people and college students.

He has formed about 920 legal awareness groups, adoption scheme for AIDS-affected persons in Coimbatore and Namakkal districts for the first time in India.

Tamilnadu Judicial Academy - A resource person in the panel, he takes the class on "The Law Subjects" on the trainee civil judges and District Judges in the Tamilnadu State Judicial Academy periodically at Chennai.

Significant Judgement (Murder Case) - In one of the cases he oversaw, He pronounced the verdict within 4 days from the date of occurence i.e. 96 hours.

He has authored many booklets and also two books namely, "நுகர்வோர் நீதிபதி" (Consumer as a judge)[7] released by Law Faculty of Madras University, Chennai, 2013, and "Power of Legal Awareness"[8]- this book was presented by then Honorable Chief Justice Gokhale, High Court of Madras, to the Judicial Academy for their effective role in respect of conducting a legal awareness camps and legal aid clinics to the people in January of 2010.

More than 40 of his articles on various law subjects were published in the reputed journals namely All India Reporter(AIR), Madras Law Journal (MLJ), Law Weekly, and Accident Claims Journal (ACJ).

His article on the "Rapid Justice"[9] and "Victimology" was published by the Criminology department of Nagpur University in Maharashtra State in 1998.
