Judge Malcolm Simmons (Born 14 September 1965) is an English lawyer and judge who is well known for his work in judicial reform and as a criminal judge.[2]

Early life[edit]

Malcolm Simmons attended Richmond upon Thames College, Twickenham and University College Cardiff, University of Wales. He graduated with an LL.B (Hons) in Law in 1989. He attended Guildford Law School (now the University of Law) from 1989 to 1990. [3]

Legal career[edit]

In 2001 Malcolm Simmons joined the Independent Judicial Commission in Bosnia & Herzegovina where he was involved in many Rule of Law projects. He worked closely with Lord Paddy Ashdown. From 2004 to 2017 Malcolm Simmons served as an International Judge hearing war crime and serious organised crime cases. He was President of EU International Judges from 2014 to 2017. He was a judge of the Court of Appeals and Supreme Court. Judge Malcolm Simmons presided in some of the most complex war crime and serious organised crime cases in Bosnia and Kosovo during troubled post-war periods. He is one of the most respected criminal judges working in the international community. He is particularly well-known for his judicial reform work and has more than 19 years of experience training judges, prosecutors and lawyers. Since 2003 he has been a justice expert on the UK Foreign & Commonwealth Office list of deployable civilian experts.[4]

Judge Simmons is a well-respected expert in judicial reform and in the reform of the administration of justice. Since 2017 he has trained judges in the Maldives (2017) in criminal procedure and judicial case management in long or complex cases; Advised on climate change mitigation and sustainable development before the Courts of Maldives (2017); Trained Judges in Pakistan in judicial case management; advising on assessing judicial and courts performance; advising on judicial administration; advising on a new recruitment and promotion policy for judges.[5] Monitoring and evaluation of judicial training curriculum and supporting the judiciary develop a continuing training strategy for judges. Gender awareness and access to justice for women and vulnerable groups and served as an adviser in an Anti-Corruption, anti-money laundering project in Serbia (2018) where he trained judges on managing long and complex economic crime trials including admissibility and use of circumstantial evidence; evaluation of judicial training curriculum and supported the Judicial Academy develop a training programme for new judges and continuing education for sitting judges. He is currently drafting a case management bench book and a bench book for judges dealing with sexual and gender-based violence.[6]
