Jyoti Mathur‑Filipp (born 8 April 1965) is an Indian environmental economist and senior United Nations official. Since August 2022, she has served as the Executive Secretary of the Intergovernmental Negotiating Committee (INC) on Plastic Pollution, helping lead global treaty negotiations under the United Nations Environment Programme (UNEP). She has over 25 years of experience in international environmental diplomacy and previously held senior roles at the Convention on Biological Diversity (CBD), the United Nations Development Programme (UNDP), and the United Nations Framework Convention on Climate Change (UNFCCC). Her leadership has been recognized internationally in media and global fora.[1][2][3]
Early life and education
Mathur-Filipp was born in New Delhi, India on 8 April 1965. She is the daughter of Indu Mathur, an airline executive, and Om Prakash Mathur, a squadron leader in the Indian Air Force. She studied at Welham Girls’ School in Dehradun, India (1977–1982), and earned her BA from Jesus and Mary College, Delhi University in 1986. She later earned an MBA from the City University of New York (1990) and an MSc in Urban Policy, Management and Planning from the New School, New York (1993).
Career
Mathur-Filipp began her UN career in 1993 at the United Nations Development Programme (UNDP), working in the Regional Bureau for Asia on Global Environment Facility (GEF)-funded programs. She held multiple roles at UNDP including Programme Officer, Project Manager of a 139-country project on the Biosafety Clearing-House (BCH), and later as Senior Advisor on REDD+ initiatives. From 2013 to 2017, she advised on how countries can access ecosystem payments from the Green Climate Fund.
She also worked briefly at the UNFCCC Secretariat (2002–2003) on climate change capacity-building.
In her later role at the Convention on Biological Diversity (CBD), Mathur-Filipp served as Director of the Implementation Division, and acted as Secretary of the Subsidiary Body on Implementation and the Open-ended Working Group on the post-2020 Global Biodiversity Framework. She was a lead contributor to the Kunming-Montreal Global Biodiversity Framework adopted at COP15 in December 2022.
Executive Secretary, INC on Plastic Pollution
In August 2022, UN Secretary-General António Guterres appointed Mathur-Filipp as the Executive Secretary of the Intergovernmental Negotiating Committee (INC) on Plastic Pollution, hosted by UNEP. She is head of the secretariat that supports and facilitates the work of the intergovernmental process to develop an international legally binding instrument on plastic pollution, including in the marine environment, by 2025.
In public statements, Mathur-Filipp has emphasized the urgency of environmental action. “We have tested the resilience of this planet to its limit. Now is the time for us to push our own limits,” she said during the fifth INC session in Busan in December 2024.[1] She also emphasized momentum at a preparatory meeting in Nice in June 2025: “There is renewed commitment to conclude the treaty in August.”[3] In a 2023 UNEP interview, she described the treaty as “a once-in-a-generation opportunity.”[2]
