L.C. Luckel was a key historical figure in the development of Katy, Texas, who helped lay out and plat the town site in 1895 alongside J.O. Thomas and R.M. Cash. His involvement was crucial to the establishment of the community that was formally incorporated in 1945.

Along with J.O. Thomas and R.M. Cash, L.C. Luckel platted the town site of Katy in 1895. This action helped transition the area from the earlier "Cane Island" settlement (established 1872) into the formally recognized town of Katy.
