Lancaster Behavioral Health Hospital is a freestanding psychiatric hospital in Lancaster, Pennsylvania, United States. It operates as a joint venture between Penn Medicine Lancaster General Health and Universal Health Services (UHS).[1][2]

History

Plans for a new behavioral health hospital in Lancaster were announced in 2017. Lancaster General Health/Penn Medicine broke ground on the $30 million project in May 2017, describing the facility as a "critical community resource" that would expand inpatient and outpatient psychiatric services in Lancaster County.[3]

The new 126-bed facility was intended to replace Lancaster General Hospital’s existing 36-bed inpatient unit, which was frequently at capacity. Officials noted that more than 550 local children had been sent to psychiatric hospitals outside Lancaster County in the prior year due to lack of space.[3] Planned services included a children’s unit, a medical-psychiatric (med-psych) unit, and specialized units for older adults, women who had experienced trauma, and patients with co-occurring substance use disorders.[3]

Construction of the facility was carried out by Warfel Construction Company and completed in June 2018.[4] The hospital was built on the site of a former Armstrong railroad yard, a 9-acre property that required soil remediation, testing, and ground scanning prior to construction. The 75,000-square-foot building was designed in collaboration with the City of Lancaster, PennDOT, Franklin & Marshall College, and the Lancaster Historical Commission to meet Heritage Conservation District requirements. The facility opened with a soft launch on July 9, 2018.[2]

Facilities

The hospital is a 126-bed facility divided into specialized treatment units, including:[2]

  • A general adult unit
  • An adolescent inpatient unit (the county’s only dedicated adolescent unit)
  • A psychiatric-medical unit for patients with co-occurring disorders
  • An intensive adult unit for severe psychiatric conditions
  • A dedicated women’s trauma unit for patients with a history of sexual assault or domestic violence

Each unit has access to therapeutic courtyards and dayrooms. The exterior design conceals rooftop HVAC equipment from street view to preserve neighborhood aesthetics.[4]

Services

Lancaster Behavioral Health Hospital offers a range of inpatient and outpatient psychiatric programs, including:[1]

  • Adult inpatient services with crisis stabilization
  • Adolescent inpatient services
  • Psychiatric medical care for individuals with complex conditions
  • Partial Hospitalization Program (PHP) as an alternative to inpatient admission
  • Confidential 24-hour, no-cost assessments

Community Role

The hospital serves as Lancaster County’s only standalone psychiatric facility, providing local access to mental health treatment and reducing the need for residents to seek inpatient care outside the region.[1]

Controversies

The hospital’s partnership with Universal Health Services drew mixed reactions prior to opening. Some outpatient providers expressed concern about competition with existing local services.[3] Mental health advocates also questioned UHS’s track record, noting that the company had faced federal investigations and lawsuits over billing practices and conditions at other facilities. Lancaster General officials stated that the joint venture was structured as a 50–50 partnership—reportedly the first such arrangement in UHS history—to ensure local oversight of operations and quality of care.[3]

Labor relations

In August 2025, workers at the hospital held a rally in support of unionization, citing safety and workplace concerns. The event drew a police response and was covered by local media.[5]
