Latifa Adil gizi Mammadova (Azerbaijani: Lətifə Adil qızı Məmmədova; born August 19, 1961) is an Azerbaijani public figure and administrator. She worked as head of the Library Sector of the Ministry of Culture of the Republic of Azerbaijan (2004-2018), Chairman of the Azerbaijan Committee of the Information for All Programme (IFAP) of UNESCO (2011-2018). She is director of the Central Office of the Centralized Library System of the Yasamal District of the Ministry of Culture of the Republic of Azerbaijan.[1]

Biography[edit]

Latifa Mammadova was born on August 19, 1961 in Baku. After graduating from the faculty of history of Azerbaijan State University (now Baku State University), she worked in the Komsomol, party and Soviet bodies.[2]

Latifa Mammadova was elected a deputy of the Baku City Council of People's Deputies (XVII, XVIII, XIX convocations) in 1980-1989. In 1985-1989 she was elected to the position of deputy of the Baku City Council of Amirjan (XIX and XX convocations) and executive secretary of the Executive Committee. In 1989-1990 she worked as an instructor of the Ordconikidze (Surakhani) district party committee in Baku. In 1990-1992 she studied at the Baku Higher Party School, then in the Baku Institute of Social Management and Political Science with a degree in politology and graduated with honors from the Institute. Qualitatively, she is a political scientist, a teacher of public policy. In 1992-1999 she worked at Baku Institute of Social Management and Political Sciences as a research associate, senior teacher of the history department, at the same time engaged in scientific activities. In 1997 she defended her thesis on the topic: "The activities of Armenian political organizations in Azerbaijan in 1918-1920."[3][4][5]

From 1999 to 2007 Latifa Mammadova was the head teacher of the History Department of the Academy of Public Administration under the President of the Republic of Azerbaijan (DIA), and in 2002-2004 she worked as the director of the Scientific Library of the DIA and became a member of the Scientific Council.[3] In December 2004 she was appointed as the Head of the Library Sector of the Ministry of Culture of the Republic of Azerbaijan, during which time the Azerbaijani government funded improvements in the library sector.[6] Due to the abolition of the Ministry of Culture and structural reforms, the library sector was abolished and since June 2018 she works as the Director of the Centralized Library System of Yasamal District.[7]

Latifa Mammadova is the creator of the "Virtual Library of Azerbaijani Literature", executive Director of the first and only National Summary Catalog in Azerbaijan, the author of the project and the general director of the National Library and Information Center AZLIBNET. Under her leadership, the State Program for the Development and Modernization of Libraries in Azerbaijan was implemented. She has also been involved in the creation of mobile rural library programs and other modernization efforts.[8]

Latifa Mammadova is member of many international library fora, such as the third forum of the CIS countries.[9] She is member of the Board of the International Association ELNIT[10], member of the editorial board of the newspaper "Vyshka". Mammadova was one of three jury members from Azerbaijan to be selected to judge the 2019 #PushkinLike competition, an international poetry-reading event in honor of Alexander Pushkin.[11]

Awards[edit]

Latifa Mammadova was awarded with Honorary orders of the Ministry of Culture and Tourism and Trade Union of Cultural Employees for various years in the field of library services. In 2016, under the order of the President of the Republic of Azerbaijan, she was awarded "Medal for Distinction in Public Service"[12], as well as a badge of Honorary Worker of Culture of the Ministry of Culture and Tourism.
