This is a list of leaders and officials of the Committee of Union and Progress (CUP), that also includes members of the Teşkilat-ı Mahsusa (Special Organization).

- Yunus Nadi (Abalıoğlu) – Editor in chief of pro CUP Rumeli newspaper, MP from Aydin, Malta exile.
- Ahmet Ağaoğlu – Central Committee member, MP from Karahisar-ı Sahib.
- Eyüp Sabri (Akgöl) – Hero of the Young Turk Revolution. Central committee member, Teşkilat-ı Mahsusa member and Fedai, joined the Action Army, Malta exile.
- Mehmed Adil (Arda) – President of the Chamber of Deputies 1915, Interior minister in 1911 and 1913. General secretary in 1910, central committee member. Senator, governor of Edirne, MP from Tekirdağ, Komotini, and Bursa, Malta exile.
- Mustafa Rahmi (Arslan) – Aydin Vilayet governor, Malta exile.
- Süleyman Askerî – Teşkilat-ı Mahsusa co founder and leader 1911–1915, commander of Armed Forces of Provisional Government of Western Thrace.
- Abdullah Avni – Erzincan gendarme commander sentenced to death during the Erzincan trials for role in Armenian Genocide and hanged.
- Cemal Azmi – Founder of the Teşkilat-ı Mahsusa, responsible for massacres of Armenians while governor of Trabzon Vilayet, assassinated in Operation Nemesis.

- Mahmut Celal (Bayar) – Founder and head of Izmir and Bursa CUP branches, intended to join the Action Army, participant of the 1913 Sublime Porte Raid.
- İbrahim Bedrettin Bey – Diyarbekir governor, Malta exile.
- Tahir Cevdet (Belbez) – responsible for massacres of Armenians while governor of Van Vilayet, Matla exile.
- Midhat Şükrü (Bleda) – CUP Secretary-General 1911–1917, central committee member, Ottoman Freedom Society founder, MP from Serres, Drama, and Burdur; Malta exile.

- İsmail Canbulat – Head of General Directorate of Security, governor of Istanbul, and Interior Minister in 1918 during Izzet Pasha's transition government. Canbulat was a central committee member, a founder of the Ottoman Freedom Society, MP from Izmit, and Malta exile. He was executed in the Independence Tribunals.
- Mehmed Cavid – Opponent of entering WWI and the deportations and massacres the Ottoman government took against the Armenians. He was the first Unionist minister in an Ottoman government when he became Finance Minister 1909–1911. He returned to the Finance ministry in 1914, and resigned in protest when the Ottoman Empire declared war on the Allies. Central committee member and MP from Salonica and Kale-i Sultaniye. Hanged in the Independence Tribunals.
- Ahmed Cemal Pasha – Cemal was one of the Three Pashas and was Naval Minister 1914-1918 as well as governor of the Syrian Vilayet. He opposed entering WWI. Cemal Pasha was a member of the central committee. He was sentenced to death in absentia by the Ottoman Special War Tribunal, and assassinated in Operation Nemesis.
- Mehmet Ali Cenani – Head of Antep CUP branch, MP from Antep and Aleppo, Malta exile.
- Abdullah Cevdet – CUP founder.
- Tahir Cevdet – Ankara governor.

- İsmail Enver Pasha – Enver was one of the Three Pashas and was War Minister 1914–1918. He initiated Ottoman entry into WWI on the side of Germany, and was a principle perpetrator of the Armenian genocide. He was the leader of 1913 Sublime Porte Raid, hero of the Young Turk Revolution and on the staff board of the Action Army. Enver was also a member of the central committee of the CUP. He was convicted of war crimes and sentenced to death in absentia by the Ottoman Special War Tribunal, and was killed leading the Basmachi against the Bolsheviks.
- Ahmet Faik (Erner) – Antep governor, Gendarme Commander of Basra and Baghdad, Malta exile.
- Sassoon Eskell – Founder of the Teceddüt Fırkası (Renewal Party), MP from Baghdad.

- Ahmed İzzet Pasha (Furgaç) – Succeeded Talaat Pasha as Grand Vizier in 1918. War Minister in 1913 and in 1918 and other various roles in the army. Signed the Armistice of Mudros, ending World War I for the Ottoman Empire, allowed the Three Pashas to escape to Sevastopol.

- Ziya Gökalp – Chief Unionist ideologue, central committee member, Malta exile.

- Said Halim Pasha – was Grand Vizier (prime minister) 1913–1917 and considered to be a puppet of the radical faction of the committee (Talaat, Enver, Nazım, Şakir, Halil). He was a supporter of the German alliance in order to enter WWI. Malta exile and assassinated in Operation Nemesis.
- Bedros Hallaçyan – was a central committee member and a devoted Unionist, but was dismissed from the organization during WWI due to his Armenian background. Minister of public works, chairman of parliamentary budget commission. MP from Istanbul
- Mustafa Hayri – Together was Cavid, was an opponent of the Armenian genocide. Şeyhülislam 1914–1916, Senator, Malta exile.
- Pirizade İbrahim Hayrullah – Justice Minister 1913–1917, Council of State head 1916–1917, Evkaf Minister 1916–1917, Senator, Istanbul and Salonica governor, Malta exile.
- Hüsamettin Ertürk – Last head of the Teşkilat-ı Mahsusa.
- Ali Hüseyinzade – CUP founder.

- Hamit (Kapancı) – Diyarbekir Vilayet governor and other roles.
- Musa Kâzım Karabekir – Founded Monastir (Bitola) CUP branch with Enver in 1907, joined the Action Army.
- Emanuel Karasu – MP of Salonica and Istanbul, part of delegation that announced Abdul Hamid II of his deposition.
- Şükrü Kaya – was a perpetrator of the Armenian genocide in his capacity as director of Bureau of the Settlement of Tribes and Migrants, which answered directly to Talaat Pasha as Interior Minister, Malta exile.
- Musa Kâzım – Şeyhülislam 1916–1918, Senator, Malta exile.
- Kara Kemal – Attempted to revive the CUP after Mustafa Kemal Pasha's victory in the Turkish War for Independence, allegedly conspired an assassination against Mustafa Kemal, and was hanged in the Independence Tribunal. Minister of Food 1917, central committee member.
- Mehmed Kemal – Kaymakam of Boğazlıyan, sentenced to death for role in Armenian Genocide and hanged in the Ottoman Special War Tribunal.
- Nuri (Killigil) Pasha – Enver Pasha's brother, Teşkilat-ı Mahsusa member, various roles in the army.
- Necmeddin Molla (Kocataş) – Minister of Justice, Head of Council of State,Deputy Grand Vizier, MP form Kastamonu.
- Eşref Sencer Kuşçubaşı – Teşkilat-ı Mahsusa head 1915–1918, head of Teşkilat-ı Mahsusa operations in Arabian Peninsula.
- Halil Kut – Military commander of Istanbul Vilayat between January and December 1914, various roles in the army, massacred Armenians and Assyrians in Bitlis, Mush, and Beyazit, Enver Pasha's uncle.

- Şerafettin Mağmumi – CUP founder.
- Nesim Mazliyah – Secretary between 1908-1909, joined Talaat's counter parliament during the 31 March Incident, wrote for the short-lived newspaper Ittihad ve Terakki (Union and Progress), MP from Aydin.
- Halil (Menteşe) – Sometimes known as the fourth Pasha, he was known for his closeness to Talaat. Signature of the Treaty of Batum, Interior Minister 1911, Council of State president 1913–1914, Foreign Affairs Minister 1915–1917, Justice Minister 1917–1918, MP from Menteşe. Central committee member, Malta exile.
- Ahmet Muammer – Governor of Kayseri, Adana, Konya, Sivas (1913–1916), Malta exile.
- Mizancı Murat – Leader of the CUP-in-exile 1896-1897, publisher of the newspaper Mizan, participated in the 31 March Mutiny against the Unionists.

- Yenibahçeli Nail – Head of Teşkilat-ı Mahsusa operations in Trabzon and the Eastern Black Sea region, perpetrator of Armenian genocide and massacres of Pontus Greeks with Cemal Azmi, sentenced to death in absentia by the Ottoman Special War Tribunal, hanged in the Independence Tribunals. MP from Kütahya.
- Süleyman Nazif – Basra, Kastamonu, Trabzon, Mosul, Baghdad governor, opponent of Armenian Genocide, Servet-i Fünun editor, Malta exile.
- Mehmed Nazım – was one of the most powerful personalities in the committee following the Young Turk Revolution. Dr. Nazım was one of the few founders of the CUP who stayed in the organization the whole time. He was Secretary General 1908–1911 and education minister in 1918. He was also a founder of the Teşkilat-ı Mahsusa and central committee member. Nazım was sentenced to death in absentia by the Ottoman Special War Tribunal, and hanged in the Independence Tribunal.
- Ahmed Niyazi – Initiator of the Young Turk Revolution and its hero. Joined the Action Army, assassinated by unknown gunmen in 1913.
- Behramzade Nusret – Kaymakam of Bayburt, was sentenced to death for role in Armenian Genocide and hanged in the Ottoman Special War Tribunal.

- Ali Fethi (Okyar) – CUP Secretary General 1913, central committee member, joined the Action Army, Malta exile.
- Hüseyin Rauf (Orbay) – Naval minister in Izzet Pasha's cabinet in 1918, Chief of Staff of the Navy, Teşkilat-ı Mahsusa member, Malta exile.

- Mehmed Reşid – Central committee member, CUP founder, Diyarbekir Vilayet governor.
- Mehmed Reşid (Ronabar) Pasha – Ankara Vilayet governor.
- Ahmed Rıza – was chairman of the CUP-in-exile, and was elected president of the reopened Chamber of Deputies 1908–1911. Rıza wrote for many newspapers, such as for Meşveret , its French counter part Mechveret Supplément Français , İstikbal, and Şura-yı Ümmet . He became an education minister, Senator, and MP from Istanbul. He broke his ties with the CUP by 1910 and criticized the Tehcir Law and the genocide of Armenians by the Ottoman government during WWI.

Leader of the Teşkilat-ı Mahsusa, central committee member, and director of CUP mouthpiece Şura-yı Ümmet . He was a key perpetrator of the Armenian genocide; and was sentenced to death in absentia by the Ottoman Special War Tribunal and assassinated in Operation Nemesis.
- Musa Salah Bey – Bursa governor, brother of Said Halim Pasha, Malta exile.
- Hüseyin Haşim (Sanver) – Minister of Post and Telegraph 1917–1918, MP from Istanbul and Karesi.
- Ahmet Nesimi (Sayman) – Represented the Ottoman Empire in Treaty of Bucharest, Foreign Minister 1917–1918, Trade and Agriculture Minister 1914–1917, central committee member, MP from Istanbul, Malta exile.

- Mehmed Talaat Pasha – De facto ruler of the Ottoman Empire 1914–1918 and principle perpetrator of the Armenian genocide. He was one of the Three Pashas: he was the leader of the CUP, Interior Minister 1913–1918, and Grand Vizier 1917–1918. Talaat represented the Ottoman Empire in the Brest-Litovsk Treaty. He organized the Ayastephanos counter parliament during the 1909 31 March Mutiny and the 1913 Sublime Porte raid with Enver. He was a central committee member and MP from Edirne. He was sentenced to death in absentia by the Ottoman Special War Tribunal and assassinated in Operation Nemesis.
