Detective Senior Constable Frank Holloway (Francis James Holloway), born 25 June 1952, was a fictional character in the Australian police drama Water Rats. Frank was one of the original characters in the series when it started in 1996. He and his partner Rachel Goldstein (Catherine McClements) were the main characters in the show until 1999.

Character biography

Frank grew up on the Sydney wharves, in The Rocks, and became a cop at a young age, much to the dismay of his father. He had two younger brothers, Jimmy (Andrew S. Gilbert) and Kevin (Jeremy Callaghan). Jimmy continued to work on the wharves and went on to spend some time in prison. Kevin decided to follow in Frank's footsteps and became a police officer. Frank was married twice – his first wife was Doreen McGuiness, and his second wife was Liz Robinson.[lower-alpha 1]

Early on in season one, his brother Kevin joined Homicide and was partnered with Frank's best mate, Knocker. Kevin, however, found out that his partner was corrupt and was killed because of it.[lower-alpha 2] Frank later found out that it was Knocker who killed Kevin, and for a while, kept it a secret from Rachel, who was dating Knocker. Frank also had a relationship with Caroline Cox, a crime scene officer. It is unknown how or why the relationship ended, but it was implied that Frank was jealous of another man, who Caroline used to know.[lower-alpha 3]

In season two, Frank had a brief relationship with Melbourne detective Nicola Burke (Essie Davis), while he and Rachel were visiting the Victorian capital to investigate a murder.[lower-alpha 4] He also asked Rachel out, though she didn't think their partnership would work if they had a relationship other than being colleagues/friends.[lower-alpha 5]

Season three saw Frank reunite with his second wife Liz, though the reconciliation didn't last. Liz was offered a job in New York City but she did, however, ask Frank to go with him. Frank told her that he didn't think it would work. Liz thought he would say that, telling him that he had too much to lose (Rachel).[lower-alpha 6] Later on in the season, Frank met Louise Bradshaw (Sonia Todd), an undercover detective, while he himself was working undercover. The pair had a relationship until Louise was killed during a shoot out.[lower-alpha 7]

Frank left in season four, after the death of an old friend. He sailed off to Venezuela to relive a dream, in his boat called Footloose. He asked Rachel to come with him, but she told him that she couldn't.[lower-alpha 8]

Detective Senior Constable Rachel Goldstein (née Friedman) was a fictional character in the Australian police drama Water Rats. She and partner Frank Holloway (Colin Friels) were the two original main detectives at the Sydney Water Police. Rachel was portrayed by Catherine McClements.

Character biography

Rachel was the daughter of Felix Friedman, and according to the book Goldie's Story, her mother's name was Rebecca but she died.[1] She joined the police service when she was 19, and was once married to a lawyer called Jonathon Goldstein. Out of that relationship, they had a son named David. Their divorce was acrimonious and Jonathon used all of his money and influence to get custody of David. The courts decided that David would be better off living with a lawyer in a safer area of Sydney than in seedy Kings Cross with a tough cop who worked all hours. It was only when Rachel's fiancee Knocker Harrison secretly approached Jonathon and told him that he had some embarrassing evidence, that he made it easier for David to see his mum. Rachel was Jewish, and during season one, wore a Star of David necklace. However, in an episode of season three, she told a lady that as a police officer, she's seen a dark side of the world and started to wonder about religion and faith.[lower-alpha 1]

In season one, Rachel had a one-night stand with Frank's younger brother Kevin (Jeremy Callaghan).[lower-alpha 2] Later, she had a relationship with John Harrison (Peter Mochrie), who was a detective with Homicide. It was revealed he was in fact corrupt and not above killing people who stood in his way. During a standoff with Rachel at Waverley Cemetery, she shot and killed him, before he had the chance to shoot her.[lower-alpha 3]

In season two, Rachel had a relationship with Michael Jeffries (John Adam), who owned the fictional Michael Jeffries Department Store. Rachel initially told him that she was a wine taster because she wanted him to get to know her before judging her on her actual job.[lower-alpha 4] In the final episode of season two, Michael asked Rachel to marry him, but she didn't think she could get married again.

In season three, when Frank was away, Rachel was paired up with Jack Christey (Steve Bisley), a detective who worked with the Balmain police squad. Jack instantly liked Rachel, and in the episode Heads or Tales they slept together. Jack wanted things to progress between the two of them but Rachel decided she didn't want any commitment and froze him out.

In season four, Rachel and Frank were partnered with Michael Reilly (Aaron Pedersen), due to the Water Police needing a third detective for extra security during the 2000 Olympic Games. Not long after that, Frank left the Water Police. Before sailing to Venezuela, Frank asked Rachel to come with him but she told him she couldn't.[lower-alpha 5] Jack Christey was promoted to Detective Sergeant and returned to the Sydney Water Police as a replacement for Frank. In time, he and Rachel began their relationship again[lower-alpha 6] and it continued until Rachel was stabbed and died in season four's A Day At The Office. This was the episode in which most of their colleagues found out about their secret relationship. Jack told Rachel that he loved her while she was dying in his arms. He later found out that she was in love with him when he read her diary.[lower-alpha 7]

After Rachel was killed off, ratings for the series began to decline until it was finally cancelled two years later.

Jack Christey

Senior Constable (later promoted to Sergeant) Jack Christey was portrayed by Steve Bisley. Jack began as a recurring character in 1998 and was one of the leads from 1999 to 2001. Jack fell in love with Rachel Goldstein but only found out that she loved him too after she had died. In season five, he found out that he was father to Sophie Ferguson who came to the Water Police looking for him. In season six, he had a brief fling with Acting Inspector Julia Goodwin and reconnected with his estranged father. In what turned out to be the final ever episode of Water Rats series finale, Jack was shot and found floating in the water in Sydney Harbour. It is likely that Jack died because not only did he look pretty lifeless, Steve Bisley was leaving the series.

Michael Reilly

Senior Constable Michael Reilly was portrayed by Aaron Pedersen. Otherwise known as Mick, he appeared in the series between 1999 and 2001. Something of a ladies man, Michael's storylines often involved his flings with other characters, including Alex St Clare, Suzie Abromovich and Emma Woods. Arguably, his dalliance with brothel madam Suzie Abramovich led to the death of Rachel Goldstein. In the final season, his attempts to keep his brother-in-law out of prison had far-reaching consequences.

Alex St. Clare

Senior Constable Alex St. Clare appeared between 2000 and 2001, and was portrayed by Dee Smart. She came into the series to replace Rachel Goldstein and stayed until the series ended. She began working at the water police after she broke too many rules in undercover work. In the episode 'And the winner is...', Alex was shot. A scene of her showed her moving her hand away from her abdomen and it then being covered in blood.

Supporting characters

Jeff Hawker

Jeff Hawker, portrayed by Peter Bensley was one of the only three characters to appear in the show from start to finish. In series one he was a Senior Sergeant and then, after winning an appeal, became Chief Inspector for the rest of the series after Clarke Webb left in 1996. He had two children, Rick and Erin, with his wife Gail (Anne Tenney), whom he divorced in series four. Jeff thought he had found love again with Sergeant Vanessa Simmons (Dasi Ruz) but towards the end of season six she ended their relationship

Character details

Character biography

At the beginning of the series, Jeff was Senior Sergeant in the police station. He was promoted to Chief Inspector after the previous incumbent Clarke Webb resigned.[lower-alpha 1] He remained in that position until he decided to retire towards the end of Season Six.[lower-alpha 2] Jeff was dedicated to his job but the stress of it helped lead to him suffering a heart attack.[lower-alpha 3] When he returned to work after this health scare, he decided to write a book on the history of the Water Police. It was eventually published.

Jeff was married to Gail but their marriage was faltering by the time the series began. An attempted reconciliation didn't go well and Gail eventually filed for divorce. They had two children - a son called Rick and a daughter called Erin.[lower-alpha 4] Jeff had a troubled relationship with Rick who had a tendency to get himself into trouble. They patched things up later on and started to get on much better.[lower-alpha 5]

In the fourth season, it was revealed that Jeff had been in love with a woman called Lorna Murdoch.[lower-alpha 6] She rejected him in favour of the wealthier, more successful George Lawrence. Jeff was reacquainted with Lorna when her now ex-husband was murdered and it appeared that the pair of them were still attracted to each other. However, Lorna turned out to be a murderer and Jeff was left with no choice but to arrest her.

He began a relationship with Sergeant Vanessa Simmons.[lower-alpha 7] After suffering a bad car accident on his way to visit Vanessa who had moved away to take up a different position, Jeff decided to retire. Dating a retired man didn't appeal to Vanessa and she broke up with him. Jeff was temporarily replaced in work by Jack Christey but he felt that he was disrespecting the job. In the final episode, he was still on crutches while he visited the critically injured Gavin Sykes in hospital. He was last seen alongside his former colleagues, waiting for news of the still missing Jack Christey.
