Liu Shangjin (Chinese: 刘尚进; born October 1970) is a Chinese politician who has served as Executive Vice Mayor of Chongqing since June 2026. He is a member of the Standing Committee of the Chinese Communist Party Chongqing Municipal Committee, deputy secretary of the Chongqing Municipal People's Government Leading Party Members Group, director of the Chongqing Municipal Financial Affairs Office, and secretary of the Communist Party committee of the Chongqing Municipal Financial Work Commission. He previously served as mayor and Communist Party secretary of Luohe and as a vice governor of Henan.[1][2]

Biography

Liu was born in October 1970 in Sheqi County, Henan. He joined the Chinese Communist Party in December 1991 and began working in July 1993. He studied education management at Henan Normal University, where he received a bachelor's degree in literature. After graduating from university, Liu began his career as a teacher at the No. 19 Middle School of Luoyang. In 1996, he entered the General Affairs Division of the Luoyang Municipal People's Government Office. He subsequently served as deputy head and head of the division before becoming deputy director of the municipal government office and a member of its party leadership group. He later served as deputy secretary-general of the Chinese Communist Party Luoyang Municipal Committee.[3]

In March 2009, Liu was appointed deputy secretary of the Communist Party committee and mayor of Yanshi. He became Communist Party secretary of Yanshi in January 2012. During this period, he also served temporarily as an assistant to the mayor of Ruian, Zhejiang, from October 2012 to January 2013.[4]

Liu was transferred to Xinxiang in 2014, initially serving as a member of the municipal government's party leadership group and subsequently as vice mayor. In January 2016, he became a member of the Standing Committee of the Communist Party Xinxiang Municipal Committee and Executive Vice Mayor of Xinxiang. In November 2017, he was appointed deputy secretary of the Communist Party Luohe Municipal Committee.[5]

In January 2018, Liu was elected mayor of Luohe. He became secretary of the Communist Party Luohe Municipal Committee in June 2021. In January 2023, he was appointed vice governor of Henan while concurrently retaining his position as Communist Party secretary of Luohe. He subsequently served solely as a vice governor of Henan from March 2023 until his transfer to Chongqing.[6]

In July 2024, Liu was appointed a member of the Standing Committee of the Communist Party Chongqing Municipal Committee and secretary-general of the municipal party committee.[7] He also served as director of the General Office of the Chongqing Municipal Committee and secretary of the Communist Party committee of the Chongqing Municipal Organs Work Committee.[8] In August 2025, he additionally became secretary of the Political and Legal Affairs Commission of the Communist Party Chongqing Municipal Committee.[9][10]

In June 2026, Liu became Executive Vice Mayor of Chongqing and deputy secretary of the Chongqing Municipal People's Government Leading Party Members Group.[11] He also became director of the Chongqing Municipal Financial Affairs Office and secretary of the Communist Party committee of the Chongqing Municipal Financial Work Commission.[12]

Liu was a delegate to the 20th National Congress of the Chinese Communist Party and served as a deputy to the 13th National People's Congress. He has also served as a deputy to the Henan Provincial People's Congress and the Chongqing Municipal People's Congress.[13][14]
