Louie is a friendly friend you can encounter inside The Mines.
Method
Louie appears randomly inside of grand encounters, like The Ridge, The Bridges, The Nest, and The Dam. When you encounter Louie, you need to give an item to Louie, or else Louie will lock the next door, forcing you to face an Eyefestation Gauntlet. If you give an item to Louie, he will give you another item.
Strategy
Professional players will often give Louie common items, unless they are looking for Gween Soda, in which case they will likely give Louie good items. Louie's full trade pool can be found here.
Information
Louie is harmless and cannot do any damage. Louie appears inside The Mines, as well as Rush Mode and Daily Runs.
