Lyana Armstrong-Emery
Lyana Armstrong-Emery (born 30 March 1953) is a politician in Gibraltar who was a founding member of GNP (later became the Liberal Party Gibraltar) 1991, standing as a candidate in the 1992 and 1996 General Elections of Gibraltar. On 14 April 1999 she resigned from the Liberal Party and continued as an Independent Liberal until 22 March 2000 when Armstrong-Emery launched a new party, the Independent Liberal Forum [1]. On 24 July 2003, the Independent Liberal Forum changed its name to the Reform Party which Armstrong-Emery continued to lead until its dissolution in 2005.
She was born in Kenya to an English father and Gibraltarian mother. In her youth she lived in several other countries, including England.
Following a permanent move to her maternal homeland in the mid-1980s, she became involved in politics. She was the first (and as of 2018, the only) woman to stand alone as an independent candidate in the Gibraltar General Election of 2000. On 22 March 2000 she also became the first woman to launch and lead a political party in Gibraltar - The Independent Liberal Forum - which subsequently became the Reform Party, a centre-left and pro-ecology party with strong ties to the Green Party of England and Wales.
Armstrong-Emery’s parties (Independent Liberal Forum and Reform Party) never won seats in the Gibraltar Parliament. The Reform Party’s policies[2] were more radical than those of the established parties (the GSD and the GSLP). Policies included proportional representation, anti-sexism, fair treatment of sexual minorities, better rights for non-EU residents, environment, mental health awareness and radical restructuring of the tax system.
Following the dissolution of the Reform Party, Armstrong-Emery rejoined the party of her younger days, the Liberal Party of Gibraltar (formerly known as GNP).
In the 2004 European elections (which were also the first in which Gibraltarians were granted an enfranchised vote), Armstrong-Emery became the first and only Gibraltarian candidate under the newly-partitioned south west England constituency, as a candidate for the Green Party of England and Wales [3]
Armstrong-Emery also campaigned in the UK alongside her colleagues in south-west England. The Green Party placed third in Gibraltar in these elections.
In the 2014 European elections, Armstrong-Emery stood as a candidate for the Liberal Democrats [4][5][6]
The Liberal Democrats polled the largest share of votes in Gibraltar: 4,822 votes, which represented 67.2% of the local turnout.
Lyana Armstrong-Emery remains a strong supporter of Gibraltarian representation in the British Parliament and in the European Parliament. She continues to campaign for the former through the Representation in Westminster Movement.
