MEXC (also known as MEXC Global) (Chinese: 抹茶交易所; pinyin: mǒchá jiāoyì suǒ) is a centralized cryptocurrency exchange platform founded in 2018.[1] It offers digital asset trading services to a global user base, allowing users to buy, sell, and trade a wide variety of cryptocurrencies. Originally launched under the name MXC Exchange, it rebranded to MEXC Global in June 2021 as part of its international expansion.[2] The exchange is officially headquartered in Victoria, Seychelles.[1]

History

MEXC was established in April 2018 by a team of entrepreneurs and blockchain industry professionals, and initially registered in Singapore.[2] The founding team was led by John Chen (also known as Chen Ju), a Singaporean businessman who became the exchange’s CEO.[3] The platform gained traction during the 2018–2019 period by catering to the growing Asian cryptocurrency trading market. In its early years, the exchange was known as MXC, under which name it built a user base and began adding numerous altcoins to its trading lineup. As the user base expanded, MXC pursued a more global strategy. On June 8, 2021, the company announced an official rebranding from MXC Exchange to MEXC Global.[2] This change reflected its shift toward international markets and a broader customer base. By catering to this segment, MEXC has carved out a niche that contributes to its trading volumes, though it also carries higher risk due to the volatile nature of newly issued tokens. Regulation and Legal Status

MEXC’s legal and regulatory status varies across jurisdictions, and the exchange has faced multiple warnings from financial regulators in different countries. The platform is operated by entities based offshore; its primary holding company (MEXC Global Ltd) is registered in Seychelles, which has a relatively favorable regime for crypto businesses.[8] In the past, MEXC also obtained a license in Estonia to operate as a virtual asset service provider through an entity called MEXC Estonia OÜ. However, on November 17, 2023, the Estonian Financial Intelligence Unit (FIU) announced the revocation of MEXC Estonia’s crypto license due to alleged non-compliance with anti-money-laundering regulations.[9]

Regulators in several countries have cautioned that MEXC is not authorized to operate in their markets. In Japan, the Financial Services Agency (FSA) included MEXC (under the name MEXC Global) in a warning letter in April 2023, stating that MEXC was conducting crypto asset exchange business in Japan without proper registration.[10] The FSA’s notice identified MEXC alongside a few other foreign exchanges and asserted that such unregistered operations violated Japan’s Payment Services Act. Similarly, Germany’s Federal Financial Supervisory Authority (BaFin) took action in October 2023, warning consumers that MEXC was offering financial services (specifically crypto custody and trading) in Germany without the required license or authorization.[11] BaFin’s notice made it clear that MEXC’s services in Germany were considered unauthorized, and the regulator opened an investigation into the company’s activities.

MEXC has also drawn regulatory warnings in other jurisdictions. The British Columbia Securities Commission (BCSC) in Canada issued an alert in August 2023 stating that MEXC is not registered as an exchange or dealer in the province and urging caution to investors.[12] In Austria, the Financial Market Authority (FMA) put out a warning in September 2023 that MEXC.com was not licensed to carry out banking or investment services in Austria, meaning it could not legally offer trading services on a commercial basis.[13] Likewise, authorities in countries such as Australia and Turkey have either flagged MEXC for operating without local approval or have restricted access to the platform.[14] (Notably, the Australian Securities and Investments Commission (ASIC) added several MEXC-related websites to its consumer alert list in 2022–2023 for being unlicensed offerings targeting Australians.[15]

In Hong Kong, MEXC became the subject of regulatory action in 2024. Hong Kong’s Securities and Futures Commission (SFC) announced in March 2024 that MEXC had been actively soliciting Hong Kong investors without obtaining the necessary license under the territory’s new Virtual Asset Trading Platform regime.[16] The SFC not only warned that MEXC was unlicensed in Hong Kong,[17] but also placed MEXC on its “Alert List” of suspicious platforms. In an earlier notice in February 2024, the SFC went as far as to state that MEXC was suspected of fraud, after some investors complained of being unable to withdraw funds from schemes linked to the exchange.[18] Hong Kong regulators accused MEXC of violating anti-money laundering rules and investor protection laws by operating without oversight.[18]

Due to these regulatory challenges, MEXC is not legally available to users in a number of jurisdictions, including the United States, mainland China, and several other countries where it has been explicitly banned or where it has chosen to block access to avoid regulatory repercussions.[19] The exchange’s official stance has been that it cooperates with compliance requirements and that it has obtained certain licenses or registrations in some regions (for instance, MEXC has at times claimed to hold a U.S. Money Services Business registration, an Australian AUSTRAC registration, etc.), but major financial regulators have continued to regard its operations as unregulated in their respective markets. This patchwork regulatory status means that while MEXC continues to serve users internationally, it does so largely from offshore bases and often in a gray area of legal oversight.
