The Makati City Council (Tagalog: Sangguniang Panlungsod ng Makati) is the legislature of Makati, one of the major cities of Metro Manila in the Philippines. It is composed of 16 regular councilors, with 8 councilors elected from each of Makati City's two legislative districts. The council also includes two ex officio members: the President of the Liga ng mga Barangay and the President of the Sangguniang Kabataan (SK) Federation. The presiding officer of the council is the Vice Mayor of Makati, who is elected citywide.
History
The history of the Makati City Council can be traced to the local legislative government of Makati when it was still a municipality. Before Makati became a city, its legislative body was the Sangguniang Bayan, which exercised legislative powers over the municipality.
In 1995, Republic Act No. 7854,[1] also known as the Charter of the City of Makati, converted Makati from a municipality into a highly urbanized city. The charter established the Sangguniang Panlungsod as the legislative body of the newly created city and provided for its composition, powers, and functions. Existing municipal ordinances were retained until they were amended or repealed by the new city council.
Following the city's conversion, the Sangguniang Panlungsod of Makati began functioning as the legislative branch of the new city government. The council assumed responsibility for enacting ordinances and resolutions concerning the administration and affairs of Makati.
The establishment of the city government also formalized Makati's representation into two legislative districts, with councilors elected from each district (excluding the EMBO Barangays).[2] The council was composed of elected district representatives together with ex officio representatives from the barangay and youth sectors, in accordance with national law.
The council's powers and organization have since been governed by Republic Act No. 7160, or the Local Government Code of 1991,[3] together with the Makati City Charter and subsequent laws affecting local government.
Today, the Sangguniang Panlungsod ng Makati continues to serve as the legislative body of Makati City, enacting ordinances and resolutions and exercising legislative powers over matters within the city's jurisdiction. [4]
Membership
Each of of Makati's two councilor districts elects eight councilors to the council. In plurality-at-large voting, a voter may vote for up to eight candidates, with the candidates receiving the highest number of votes being elected. In addition, the president of the Liga ng mga Barangay and the president of the Sangguniang Kabataan (SK) Federation serve as ex officio members, while three sectoral representatives are provided for by law.
The Vice Mayor, who is elected citywide, serves as the presiding officer of the council. Hence, the Sangguniang Panlungsod has 18 members, including the Vice Mayor. [5]

- ↑ The Vice Mayor, Romulo Peña, Jr., has repeatedly stated that he's part of the Makatizen7 (the name of his members in the minority not alligned with Mayor Nancy Binay). The members repeatedly align themselves in the minority without a clear Minority Leader. Hence, they dubbed the Vice Mayor as their "Minority Leader".
