Mamerto Portillo was a Filipino politician who served as the governor of the province of Antique in the Philippines from 1931 to 1934.

Political career

Portillo first ran for the governorship in the 1928 Philippine general elections. The provincial board of canvassers initially proclaimed his rival, incumbent Governor Enrique Salvani, as the winner with 2,934 votes over Portillo's 2,925 votes. On July 9, 1928, Portillo filed an election protest. After a lengthy legal battle, the trial court found that Portillo had actually received 2,952 votes against Salvani's 2,818. The case eventually reached the Supreme Court of the Philippines, which reviewed jurisdictional challenges regarding the statutory time limits of election protests and affirmed the legal proceedings in 1930.[1]

Portillo officially served as governor for the 1931 to 1934 term.

During the 1934 general elections, Portillo sought re-election but faced challengers Alejandro T. Lim and Alberto A. Villavert. Portillo lost the election, placing third. Lim won the governorship with a narrow majority over Villavert, which resulted in another election protest in which Portillo was named a respondent.[2]

Legacy

On November 14, 1982, the Batasang Pambansa enacted Batas Pambansa Blg. 314, an act which officially renamed the Dao Emergency Hospital in the municipality of Tobias Fornier (formerly Dao) to Governor Mamerto Portillo Memorial District Hospital in his honor.[3]
