Manaros Boransing II is a colonel in the Philippine Army.[1] He served as assistant chief of staff for civil-military operations (G7) of the 1st Infantry "Tabak" Division.[2] On September 1, 2026, he testified as a prosecution witness on the 20th day of the impeachment trial of Vice President Sara Duterte.[3]
Background
Boransing was the commander of a staff section in the 1st Infantry Division for civil-military operations.[4] Previously a congressman during a 2024 committee hearing on Education Depts's confidentiality fund he was called in.[5]
Impeachment trial testimony
On September 1, 2026, Boransing testified during the hearing of the Senate in its capacity.[6]
Boransing confirmed that he issued a certification in January 2024, at the request of then-DepEd Undersecretary Michael Poa,[7] documenting the conduct of the activities and stakeholder participation.[8] He testified that the certification was not intended to attest to DepEd’s use or liquidation of confidential funds[9] and that he had no personal knowledge of how DepEd sourced or spent its funds for the events.[10]
The defense did not cross-examine him.[11]
