Marcelo Abi-Ramia Caetano (born October 3, 1961) is a Brazilian lawyer and civil servant who currently serves as the Secretary General of the International Social Security Association (ISSA).

Early life and education[edit]

Caetano was born in São Paulo, Brazil. He received his LLB (Bachelor’s of law) from the University of São Paulo and his LLM (Master’s of law) from the London School of Economics and Political Science

Career[edit]

Caetano worked as a lawyer in Brazil before joining the Brazilian Ministry of Social Security as a civil servant. In 2004, he joined the ISSA as a technical officer and has since held various positions within the organization. He was appointed as the Director of the ISSA Centre for Latin America and the Caribbean in 2008, a position he held until 2015. In 2015, Caetano was appointed as the Deputy Secretary General of the ISSA, and he served in this role until his appointment as Secretary General in 2019.

As the Secretary General, Caetano leads the ISSA Secretariat, which is responsible for promoting social security worldwide and providing technical assistance to ISSA member organisations. He has played a crucial role in the development of several ISSA programs, including the World Social Security Forum and the ISSA Good Practice Awards.

Other activities[edit]

Caetano has also served as a member of the Board of Directors of the Brazilian Association of Social Security Institutes (ABRASS) and the Brazilian Social Security Institute (INSS). He has also been a member of various international organizations, including the International Labour Organization (ILO) and the Organisation for Economic Co-operation and Development (OECD).

Personal life[edit]

Caetano is married and has two children. He speaks Portuguese, English, Spanish, and French.

Awards and honours[edit]

Caetano has received several honours and awards throughout his career. In 2013, he was awarded the Order of Merit for Social Security by the Brazilian President. He was also awarded the Order of the Southern Cross by the Brazilian Ministry of Foreign Affairs in 2017.
