Matthew Joseph Flynn is an American attorney, Army officer, and former senior government official. Most recently he served as the Deputy Assistant Secretary of Defense for Counternarcotics and Global Threats (DASD CN&GT) within Special Operations and Low-Intensity Conflict (SO/LIC) at the Department of Defense headquarters in the Pentagon..[1]

Early life and education[edit]

Flynn was born in Ann Arbor, Michigan, and he is a graduate of Detroit Catholic Central High School and Michigan State University where he majored in political science and psychology. After graduating from Michigan State, Flynn attended Western Michigan University Cooley Law School graduating with a Juris Doctor in 2014. In law school, Flynn spent time studying abroad at the University of Oxford, the University of Toronto, and Westfaelische Wilhelms-Universität in Münster, Germany. During his time working in the United States Senate, he attended the United States Army War College where he was awarded a Master of Arts in Strategic Studies.[2][3] He is also finishing a Master of Science and Technology Intelligence (MSTI) with a concentration in Cyber Intelligence and Data Analytics at the National Intelligence University.[1] He is a member of the State Bar of Michigan and the District of Columbia Bar.

Career[edit]

Before taking the bar exam and while he was still in law School, Flynn worked for the conservative Heritage Foundation where he wrote policy on a range of issues. [4] After graduating law school, Flynn worked for Senator Thom Tillis (R-NC) as a Legislative Assistant from April 2015 until May 2016 and then as Legislative Counsel until he left in 2017[5][6]. Flynn took a leave of absence from the Senator's office to join Donald Trump's Presidential Campaign, working as an Advisor and Speechwriter, and later as Counsel to the campaign and the Trump-Pence Presidential Transition Team. He officially separated from the Senator's office when he was sworn in at the Department of State on January 20, 2017.[7] After a brief time in the role as a Senior Advisor to the Secretary and Legal Lead for the incoming team at the Department of State, Flynn was pulled over to the White House.[7] He had a variety of roles in the Office of Cabinet Affairs culminating as Deputy Assistant to the President & acting White House Cabinet Secretary[8]. Prior to serving as acting White House Cabinet Secretary, Flynn served as Deputy White House Cabinet Secretary from August 2018 through July 2019. Flynn left the White House in September 2019 to serve a Counselor for Land and Minerals Management in the Department of the Interior in the Office of the Secretary of the Interior. While at the Department of the Interior, he oversaw and worked on issues arising from the Bureau of Ocean Energy Management (BOEM), Bureau of Safety and Environmental Enforcement (BSEE), Office of Surface Mining Reclamation and Enforcement (OSMRE) and The Bureau of Land Management (BLM) He was at the Department of Interior until becoming the Deputy Assistant Secretary of Defense for Counternarcotics and Global Threats (DASD CN&GT) at the United States Department of Defense[9]

As DASD CN&GT, Flynn was member of the Senior Executive Service in the office of the Secretary of Defense. He served under both Mark T. Esper and Christopher C. Miller. While in the office, Flynn developed and prioritized DoD counterdrug (CD) and counter-transnational organized crime (CTOC) policy. Flynn also issued guidance, established priorities, and oversaw department resource allocation and program execution. Flynn focused the office on countering illicit drug trafficking, and countering illicit financial flows and human trafficking, wildlife trafficking, illicit natural resources, and weapons. As DASD, Flynn also developed comprehensive strategy, policy, plans, and programs pertaining to DoD Counter Threat Finance (CTF) activities, goals and requirements.[10]

Military service[edit]

Flynn currently serves in the North Carolina Army National Guard in the Judge Advocate General's Corps with the 82nd Airborne Division. He has previously deployed to the Middle East with Special Operations Joint Task Force - Operation Inherent Resolve.[2]
