The Mechanical Licensing Collective (MLC) is a nonprofit organized by the United States Copyright Office as part of the Music Modernization Act of 2018. Its purpose is to distribute royalty payments for music used by Digital Service Providers (specifically music streaming services) to the correct rightsholders. The MLC issues blanket mechanical licenses so that streaming services don't need to negotiate licensing for every individual song hosted. Streaming services are required by law to pay the MLC's operating costs, which means all of the royalties collected are passed to the rightsholders.[1]
Database
All music services are required to send their usage data and royalties to the MLC.[2] The MLC then is required to create the largest public database of music data for the purpose of accurately licensing digital music.[3] Because of the statutory nature of the MLC's creation, information cannot be deleted or removed if accurate.[4]
