Moataz was born on 26 March 1983 in the city of Abu Dhabi in the United Arab Emirates, to a Palestinian family originating from the city of Ramallah.
He holds a Bachelor's Degree in Finance from the American University of Sharjah in 2004 in addition to:
- Master's Degree Advanced Practitioner in [NLP] [NLP Master Practitioner] in 2017.
- Diploma in Counseling and Guidance in 2017
