Mohamed "Moin" Mansour El-Kikhia (Arabic: معين الكيخيا) is a Libyan politician, humanitarian activist and businessman. Moin is the founder of the Libyan Democratic Institute – a non-profit organisation supporting a democratic pathway for Libya.[1]
Early Life and Career
Moin was born in Benghazi where he grew up and received his secondary education. He then obtained a BSc and MSc in Computer Science from Louisiana Tech University, graduating in 1983. Upon returning to Libya, Moin held positions in the Ministry of Finance and Ministry of Utilities until 1994.[2]
Moin is the CEO of North Sea Consulting, a company which advises on strategic issues relating to IT, education, and labour force development.[3]
Role in Post-Gaddafi Politics
Following the fall of the Gaddafi regime, Moin served as a humanitarian coordinator for Libya's National Transitional Council (NTC) before acting as an elections advisor to the Higher National Elections Commission.[4][2]
Political Views
Moin has called for a new interim transitional government to break the political gridlock of the two rival Libyan governments and a rapid transition towards democratic elections. He believes that foreign interference in Libya must come to an end.[5]
In July 2023 he backed the move by the Libyan House of Representatives and High Council of State to approve the first steps of a new election roadmap.[6]
Libyan Democratic Institute
Moin is the founder and chairman of the Libyan Democratic Institute (LDI) which he set up in 2019. The LDI is a non-profit group looking to foster a democratic pathway for Libya through events, dialogues and policy papers.[7]
