National Command and Operation Centre Pakistan (NCOC) formed in April, 2020 is nerve center to synergize and articulate unified national effort against COVID-19, and to implement the decisions of National Coordination Committee on COVID-19. The Centre Is One Window Operation To Collate, Analyze And Process Information Based On Digital Input And Human Intelligence Across Pakistan Through All Provinces, AJ&K, GB&ICT Dedicated Representatives And centers.[1][2]

During the Corona Virus pandemic there was less or no coordination between the Federal Government of Pakistan and the provincial governments. In order to solve this issue and to keep a sharp eye on the country's changing situation during the pandemic, Prime Minister of Pakistan Imran Khan ordered to formulate the NCOC in April, 2021.[3][1][4][5]

NCOC is basically the operational hub through which constant information about Covid-19 has streamed. Consistently, the four provinces and the federal Government of Pakistan meet up to analyze the information, and the experiences and patterns that it reflects, to recognize what estimates should be taken to curb the spread of Corona Virus in the country.[6][7]

Soon after it's creation, an official website (https://covid.gov.pk/) for Corona related information and helpdesk was designed and developed by National Information Technology Board in collaboration with ECOM PK (Pvt.) Ltd. Corona data updated by the NCOC on daily basis.[8]

  • NCOC launched a WhatsApp number for the public of Pakistan for registration of COVID Related Violations.
  • Smart lockdowns are aimed at restricting maximum no of IPs in a targeted manner to an identified hotspot through App, with a view to contain/ retard local COVID-19 spread and break the transmission cycle of disease.[13]
  • Resource Management System (RMS) was rolled out on 31 May 2020 and currently spans about 4000 covid/ non-covid hospitals of the entire country. NCOC conceived a well structured IT based national framework for credible health resource mapping. The system facilitates decision making in terms of establishment of correct need assessment and capacity enhancement. It also energizes public utility app Pak Negheban which provides its users, location based guidance to nearest covid treating hospitals.[10]
  • Watching over the distribution and initiatives to safely and efficiently vaccinate the Pakistani population with COVID-19 Vaccine.[14]
  • Integrated Disease Information Management System (IDIMS) developed by National Emergency Operation Centre (NEOC) forms the national repository for all COVID related data. IDIMS is integrated with all provincial system for near real-time data exchange. The system forms the basis for advance data analytics for disease projections and identification of smart lockdowns.
  • National helpline-1166 & WhatsApp Chatbot (+92300 1111166) has been upgraded on 19 June 2020 for healthcare workers to register complaints with concerned government authorities. In addition to the 1166 generalized helpline accessible to all, healthcare workers can punch their complaint as a text message on WhatsApp Chatbot number +92300 1111166. Helpline is linked with NCOC and will be handled by a complaint management team of NHSR&C. Complaints will be forwarded to relevant focal point at federal and provincial levels for actions who will contact HCW, apprising them the status of complaint and the measures taken.[12]
  • COVID-19 Telehealth Portal: Doctors in Pakistan can sign up to volunteer their time for a free consultation with patients. Pakistanis can fill out a Corona screening questionnaire on WhatsApp +92 300 1111166 and opt to speak to a doctor[15][11]
  • 1166 Helpline: On, 6 February 2020 – Dr. Zafar Mirza, Special Assistant to the Prime Minister, Health, launched the "Sehat Tahaffuz" helpline 1166 to provide health-related information services to the people. Through the Helpline citizens will be able to obtain immediate assistance to their queries and concerns related to Polio and routine immunisation services.
  • Some other notable initiatives under the very NCOC are; construction of Isolation Hospital & Infectious Treatment Centre (IHITC), Prime Minister's COVID-19 Pandemic Relief Fund-2020 has been set up to fight this pandemic, PM Launched Corona Relief Tiger Force to Aid Government on 1st Apr 20.The relief force volunteers will distribute food to the poor and create awareness about Covid-19 in areas under lockdown, Ehsaas Emergency Cash program has been introduced in the context of the economic hardship being experienced by the vulnerable due to the ongoing coronavirus crisis.
