The National Health Funding Body (NHFB) is an Australian Commonwealth non-corporate entity that supports the Administrator of the National Health Funding Pool in calculating, paying, and publicly reporting Commonwealth, state, and territory funding for public hospital services. The NHFB and the Administrator were established following the 2011 National Health Reform Agreement and operate within the legislative framework of the National Health Reform Act 2011.[2][3]
History
The Council of Australian Governments agreed to major public hospital funding reforms in August 2011, including the establishment of the Administrator of the National Health Funding Pool and the NHFB. The NHFB was created on 1 July 2012 to assist the independent Administrator in giving payment advice to the Commonwealth Treasurer, monitoring payments into and out of each state and territory pool account, and reporting on public hospital funding.[2][4]
Functions
Under the reform framework and the National Health Reform Act 2011, the NHFB supports the Administrator to:
- calculate and advise the Commonwealth Treasurer of funding contributions for each state and territory
- reconcile estimated and actual public hospital services and adjust payments
- undertake funding integrity analysis to identify services potentially funded through other Commonwealth programs
- monitor payments of Commonwealth, state, and territory public hospital funding into the National Health Funding Pool
- make payments from the Pool to each local hospital network in accordance with ministerial directions
- publish monthly, quarterly, and annual reports on public hospital funding, payments, and services
- develop and provide rolling three-year data plans to governments.[1][5]
Governance
The Administrator is an independent statutory office holder, agreed by all governments, and is not subject to direction by Commonwealth ministers. The NHFB is a non-corporate Commonwealth entity under the Public Governance, Performance and Accountability Act 2013 and is funded as a micro agency in the Health portfolio. Toni Cunningham was appointed Administrator for a five-year term commencing 6 November 2023. Shannon White is the NHFB Chief Executive Officer for the period 1 July 2023 to 30 June 2028.[2][6][7]
Resources and staffing
In 2025–26 the NHFB has total departmental expenses of about $7.032 million and an Average Staffing Level of 28. Figures are unchanged from 2024 to 2025.[1]
Reporting and audits
The NHFB publishes funding and payments data and an annual report that summarises activities and results for each year.[8] The Australian National Audit Office has examined data risk management and reporting arrangements for national public hospital funding, including the roles of the NHFB, the Administrator, and the Independent Health and Aged Care Pricing Authority.[9]
