Naveen Kumar Samuel Kori
Naveen Kumar Samuel Kori is an Indian public policy analyst and researcher working on artificial intelligence governance, public administration, sustainable development, and food security policy.
Education
Kori earned a Bachelor of Technology in Agricultural Engineering from the University of Agricultural Sciences, Raichur, in 2014. He completed the Young India Fellowship, a postgraduate diploma in liberal studies, at Ashoka University in 2020. He later completed a Master of Development Policy in Sustainable Development at KDI School of Public Policy and Management, South Korea, graduating in 2023.
Career
From July 2015 to May 2017, Kori worked as an Assistant Manager in agriculture at Corporation Bank, a public sector bank in India.
From May 2017 to July 2017, Kori served as a Media for Social Change Fellow at the Yes Foundation.
From September 2017 to June 2018, he served as a William J. Clinton Fellow with the American India Foundation in Rajasthan, where he worked on rural livelihoods and women farmers' producer organisation initiatives.[1]
From February 2019 to June 2019, he served as a UNV District Youth Coordinator in Karnataka under a programme associated with the Ministry of Youth Affairs and Sports, the United Nations Development Programme, and United Nations Volunteers.
From November 2020 to September 2021, Kori worked as Executive Assistant to Suresh Prabhu, former Union minister and former G20 Sherpa of India, supporting policy, academic, and institutional engagement.
From November 2022 to March 2023, he worked as a Consultant with the Capacity Building Commission under the Department of Personnel and Training, Government of India, contributing to civil service capacity-building initiatives.
From March 2023 to December 2023, he worked with the United Nations World Food Programme (WFP) and was seconded to the Ministry of Agriculture and Farmers' Welfare, Government of India, during India's G20 Presidency. His work focused on agriculture, food security, knowledge management, and international coordination.
Since December 2023, Kori has served as a Public Policy Analyst at the Centre for Public Policy and Good Governance (CPPGG) in Uttarakhand. His work has included policy development related to artificial intelligence adoption, youth policy, women policy, sustainable development goals, and state-level governance initiatives.[2]
Research and public engagement
Kori's research focuses on artificial intelligence governance, AI ethics, public administration, food security, sustainable development, and policy design.
In 2025, he participated as a panelist in the Global Conference on AI, Security and Ethics organized by the United Nations Institute for Disarmament Research at the United Nations Office at Geneva.[3]
In 2025, he presented The right to disconnect from AI: A policy prototype for voluntary algorithmic non-participation at the UNU Macau AI Conference 2025.[4]
He also presented work on neurotechnology ethics and military strategic planning at the 2025 Innovations Dialogue on Neurotechnologies and their Implications for International Peace and Security organized by UNIDIR.[5]
Publications and works
Kori has authored research papers and policy publications on artificial intelligence governance, public administration, women's political participation, agriculture, and sustainable development.
In 2017, Kori published the book My Career My Future: Knowledge for youngsters.[6]
His paper Strategies for enhancing women's political participation: Insights from Uttarakhand, India was published in the Asian Studies Working Paper Series by Konrad Adenauer Stiftung.[7]
His paper The Economic Impact of the 2026 Iran-Israel-U.S. Conflict on Global Energy, Inflation, and Trade was posted on SSRN in April 2026.[8]
