NECCON Power & Infra Limited (formerly North Eastern Cables and Conductors Pvt. Ltd.) is an Indian power, Infrastructure and water pipeline public-limited company based in Jorhat, Assam. NECCON is a diversified company offering value added products and services in Generation, Manufacturing (overhead conductors, Ground wires and GI wires), distribution & transmission of power (gas-insulated sub-stations, EPC projects in Cables & Conductors), Water Pipeline Projects and Infrastructure Development.

Murlidhar Khetan(Founder, Chairman and Whole Time Director of the company), hails from Assam, India, and has been instrumental in setting up key services for the rural and urban electrification of North-East India, aiding in mitigating the power-crisis in the region.

NECCON has worked extensively in North-East India for various Government of India projects (won by way of bids and tenders), contributing to the electrification and infrastructural development of the remote North-Eastern regions of India, and has been awarded by the MSME[1][2][3], Govt. of India. History

1950-1990

In 1959, Murlidhar Khetan, Founding-Promoter of the company and multiple entrepreneurial award winner from the Government of India, ventured into the power sector with High-Tension Electricals, a firm dealing in electrical goods. In 1984, Khetan founded North Eastern Cables and Conductors Pvt. Ltd., for manufacturing overhead transmission conductors, seeing a growing need and market for electrification in the North-East region of India. The first unit of NECCON was established in Jorhat, Assam. By 1990, the company further expanded to manufacturing L.T. PVC cables of the voltage grade 1.1 kV/3.3 kV.

1991-present

The company expanded their presence and operations to other parts of India with a second unit at Sikar, Rajasthan, established in 1991. NECCON has been operating under ISO/BIS certification for both their units since 1996. The company also received the Productivity Award from the National Productivity Council of India for performance in the year 1995-96. It added aluminum conductors for overhead transmissions to its product line subsequently.

From 2006 onwards, it began bidding for the Government of India’s tenders issued for manufacturing and revamping both new and existing sub-stations; here it commissioned 400 kV, 220 kV, 132 kV, 33 kV, 11 kV sub-stations and transmission & distribution lines on EPC/turnkey basis under the aegis of schemes launched by the Government of India, with the explicit purpose of developing its power sector: Assam Power Sector Investment Program (APSIP), Dayal Upadhyaya Gram Jyoti Yojana(DDUGJY), Integrated Power Development Scheme (IPDS), Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY), Trade Development Fund Scheme (TDF), Assam Bikash Yojana (ABY) and North Eastern Region Power System Improvement Project (NERPSIP).

NECCON has set-up 2.5 lakh BPL connections, 15,000 DTRs and 200 sub-stations and laid power lines totaling a length of 30,000 kms, as of October 2020, and has established a 132 kV electrical sub-station in the terrain of the Majuli river island in Brahmaputra.

In the year 2010, the 3rd factory unit was set up in Dausa, Rajasthan. In the same year the Power Grid Corporation of India Limited placed an order for overhead conductors with the company totaling INR 687 million and subsequently placed orders totaling INR 7,000 millions by the end of 2016, becoming one of its biggest clients.

The entity was rechristened as NECCON Power & Infra Limited in 2011.

Operations

Manufacturing

The company manufactures steel and aluminum overhead conductors (AAC, ACSR, AAAC), and ground/GI wires at three manufacturing facilities based at:

As of 2019, the company has produced a total 103,487 KMs of distribution conductors and 38,839 KMs of transmission conductors with capacities of 110 kV to 800 kV HVDC.

EPC Transmission Distribution Lines

In 2005, the company expanded into facilitating turnkey and EPC electrification solutions, and accompanying services in the power transmission and distribution industry. The company has manufactured and delivered over 9500 distribution substations, laid 30,700 KMs of distribution lines and established over 16,500 BPL connections till 2019.

Wind Power

The company set up a 1.50 MW wind-energy based power plant at Akal, Jaisalmer (Rajasthan), which became operational in 2010. It is currently the subject of a tri-partite power purchase agreement for supplying generated power to the grid at Jaisalmer for a period of twenty years.

Water

The company facilitates EPC/turnkey solutions to create a supply chain transporting potable water from rivers and reservoirs in the vicinity to individual households in rural and urban areas. In the year 2019, the company entered a joint venture totaling INR 4700 million, to deliver potable water for over 550 villages in Odisha, India with a 5-year operation and maintenance commitment.

Infrastructure

NECCON ventured into infrastructure projects with a Mega Warehouse at Kundli, in Haryana, spread across 80,000 square feet. The warehouse is equipped to stock food, pharmaceuticals and nutraceutical perishables.

  • The company was awarded a contract for the design, engineering, construction, operation and maintenance of a 4.7 MW Small Hydro Power Project(SHPP) by the Govt. of Assam through APPDCL in March 2009, along the four drops of the main canal of the Bordikarai district in Sonitpur, Assam.
  • The company holds stake in Greentech Mega Food Park Limited, a project established under the Mega Food Park Scheme of the Ministry of Food Processing Industries, Govt. of India to provide integrated farm-to-fork processing facilities, technology and research support for prospective Agro & Food processing industries in the state. Corporate Social Responsibility

The founding promoters of the company, in a bid to enhance potential and possibilities in the neglected North-East region of India, established The Assam Kaziranga University[8][9] in the year 2012. The University is promoted by North Eastern Knowledge Foundation, a trust registered under the Indian Trust Act, 1882. The Assam Kaziranga University is established under the Assam Private University Act No. XII of 2007 under section 2(f) of UGC Act 1956. The university imparts professional education in the field of business, engineering and technology, sciences & social sciences etc.

Murlidhar Khetan, chancellor at Kaziranga University, was awarded the best entrepreneur of the Northeast at Rongali 2016, by then state Cultural Minister Bismita Gogoi. NECCON made CSR contributions to the government in the following areas[10]:

Murlidhar Khetan, the Founding Promoter, Chairman and Whole-time Director of NECCON, was elected to the board in the year 1986. He holds a Doctorate in Philosophy (Honors), awarded by Desh Bhagat University on September 16, 2016. He received the National Award for Outstanding Entrepreneurship from the President of India in the year 1998, and the National Award for Outstanding Entrepreneurship Efforts in Micro & Small Enterprises from then Prime Minister Manmohan Singh in the year 2007.

Jaiprakash Khetan is Promoter and Managing Director, overseeing and oversees the business affairs at NECCON's Guwahati office.

Basant Kumar Khetan is the Joint Managing Director and Promoter, and supervises operations & finance at NECCON’s Jorhat office in Assam. He is also the Pro-Chancellor at Kaziranga University, and was elected to the company board in 1986.

Pradeep Kumar Khetan is the Joint Managing Director and Promoter, and Chairman of the IPO committee. He supervises overall management and operations Pan India for the company.
