New York City Group is the local level echelon of the Civil Air Patrol under the New York Wing for the New York City area. The group serves as the mid-level command superseding the Senior, Composite and Cadet squadrons that exist in the five boroughs of the City of New York. Currently, the group oversees 8 squadrons in 8 separate locations of the NYC area.

September 11th Attacks[edit]

On Tuesday, September 11th, 2001 A major terrorist attack occurred in New York City. Civil Air Patrol's New York Wing was the first civilian aerial response to the attacks. New York City Group was the principal authority over the city's CAP response efforts. The group's pilots were the first civilian aircraft to fly over the city in the immediate aftermath.

The group and wing were, mutually, credited with taking the first set of photos that were distributed to Federal officials in the aftermath of the attacks.[1][2] Crew members of that air mission were: Lt. Col. Jacques Heinrich (Pilot), Lt. Col. Andrew Feldman (Observer), Lt. Col. Warren Ratis, (Scanner / Photographer). All of them were members of the Long Island Group of the civil air patrol who temporarily placed under the New York City Group Command for the 9/11 CAP response effort as the primary air crew.

Public Appearances[edit]

The New York City Group is frequently seen in the Veterans Day Parade,[3] Little Neck Memorial Day Parade and other events of military interest through New York City. The Cadet Advisory Council is the usual youth leadership on the group level for such events.

Squadrons[edit]

Manhattan[edit]

Phoenix Composite Squadron meets in the 69th Regiment Armory.[4] Phoenix serves as the only squadron in the New York City Borough of Manhattan.

Staten Island[edit]

Lt Vincent Capodanno Composite Squadron currently serves as the only squadron in the New York City borough of Staten Island.

Brooklyn[edit]

Floyd Bennett Composite Squadron
Floyd Bennett Composite Squadron is currently headquartered in Floyd Bennett Field at a Veterans of Foreign Wars post. Its commander is Capt Deborah Peters.
Brooklyn Tech Cadet Squadron
Brooklyn Tech Cadet Squadron is currently headquartered in the New York City Department of Education's Brooklyn Technical High School. Its commander is Capt Robert Kisic, the deputy commander is Maj Louis Morgan.

Queens[edit]

Academy Cadet Squadron
Academy Cadet Squadron is currently headquartered in Vaughn College of Aeronautics and Technology in Astoria.[5] With 22 cadets and over 10 senior members, the squadron is one of the oldest in the Group's history serving it's area for more than 20 years. Academy is commanded by Lt Col Lynn E Walker with Capt Tamara P. Kisic as Deputy Commander and 1st Lt Carol Cordova-Padilla as Assistant Deputy Commander.
Stalwart Cadet Squadron
Stalwart is currently headquartered in the New York City Department of Education's Walter Crowley Middle School, in Astoria.[6] With more than 30 cadets, Stalwart took New York Wing's "Squadron of the Year Award" in 2017. The previous squadron of the year for three years straight was their sister squadron, Academy Cadet Squadron just a dozen blocks away. Stalwart is commanded by Capt David Saldana with Capt Ishfaque Kamal serving as his Deputy.
Falcon Senior Squadron
Falcon Senior Squadron is currently headquartered in John F. Kennedy International Airport.[7] The squadron is the only squadron in New York City Group that only accepts Senior Members (Members 18 or older). Falcon Senior Squadron is commanded by Maj Roger Levy with Capt Lawrence Zuckerberg as his Deputy.
Lt Col Michael R Noyes Middle School Cadet Squadron
Currently headquartered in Rockaway, Queens at a New York City Department of Education middle school, Lt Col Michael R Noyes Cadet Squadron is the first "Middle School" Squadron in the group's history. They are currently commanded by Capt Jeanne Cirone.

  • Lt Col Paul Zuckerberg, CAP
Lieutenant Colonel Paul Zuckerberg is a pilot, former Port Authority Police Department Sergeant and current New York State Paramedic who served as New York City Group's Commander for four years. Zuckerberg received a one year extension to help guide a replacement in 2015. He currently serves on the Northeast Region Staff as the Plans and Programs Officer-in-Charge. [8][9]
  • Lt Col Jacqueline Sturgess, CAP
Lieutenant Colonel Jacqueline Sturgess served as Group Commander for four years and went on to serve on the Civil Air Patrol's Northeast Region as Deputy Chief of Staff for Aerospace Education.[9] She also serves as the New York Wing Director of Personnel / Administration. [10] Sturgess is still frequently seen in New York City Group squadrons and events as a representative of the region staff.

Notable current or former staff[edit]

  • Lt Col Lynn Walker
Lieutenant Colonel Lynn E Walker, served as the assistant group chaplain[11] and administrative officer before being tapped for her first CAP command in 2017 in Academy Cadet Squadron. Walker resigned her chaplain status in order to become commander, as CAP regulations prohibit Chaplain Corps members from serving as Command Staff. She formerly served as a Lieutenant Colonel in the United States Army. While in the Army, Walker held various commands and served in the Medical Department. She holds a Master rating in Administration and has taught various CAP leadership courses before being appointed commander. [12]
  • Maj Rene Candelario
Major Rene E Candelario is the current New York City Group Professional Development Officer. He is the former Commander of the Academy Cadet Squadron in Astoria, Queens, NY. As Commander, he led the Academy Cadet Squadron to fame throughout the group by being awarded the Squadron of the Year award three years running and producing the Chair, Vice Chair and Recorder of the Group Cadet Advisory Council for over four years.
  • Capt Robinson Fernandez
Captain Robinson Fernandez is one of the group's few Spaatz cadets (Cadets who completed the CAP Cadet Program), Captain Fernandez was the Cadet Commander of the Academy Cadet Squadron. He currently serves as the Assistant Deputy Chief of Staff for Cadet Programs in Civil Air Patrol's Northeast Region.[9][13]
