She delves into the strategic decision-making process that led to the implementation of Laguna Lake Highway,[5] the first national highway with segregated bicycle lanes, and the subsequent policy shift that made bicycle lanes mandatory[6] in the Philippines,[7] revolutionizing the way Filipinos commute and promoting sustainable transportation.[8]

Lamentillo presents a thorough examination of major infrastructure projects, including Skyway, NLEX Connector, Metro Manila Subway, Bataan-Cavite Interlink Bridge across all 18 regions of the country. In the book, she lays out key information about the Philippines' Infrastructure Program, offering invaluable insights into the EDSA Decongestion Program,[9] Luzon Spine Expressway Project,[10] the Mega Bridge Masterplan, the Metro Manila Logistics Network,[11] and the Mindanao Road Development Network.[12]

The second edition of the book includes a new chapter on Build Better More thrust of the administration of Bongbong Marcos[13].[14]

Night Owl: A Nationbuilder's Manual is the debut book by Anna Mae Yu Lamentillo[15],a Filipino government official who served as Chairperson of the Build Build Build Committee[16] and Spokesperson of the Department of Public Works and Highways, under the leadership of former DPWH Secretary and now Senator Mark Villar.[17]

At present, Lamentillo serves as Undersecretary for Foreign Relations and Public Affairs of the Department of Information and Communications Technology.[18][19]

The title of the book, Night Owl, pay homage to her column's name in the op-ed section of Manila Bulletin, where she has been writing for eight years. [20]
