Noel Courtney Spencer(born October 26, 1953) is a the founder and president of Spencer's Financial in Newburgh, New York.[1] Spencer, originally born in Jamaica, is a former elected New York Orange County Legislature who served from 2006 to 2009.[2] Spencer is heavily involved within Hudson Valley and maintains close ties with his high school alma mater Kingston College (Jamaica). Today Spencer is leading a campaign to raise over 400,000 dollars (USD) for a new track for the school's athletics department. Spencer has received many honors for his involvement with the community.
Early life[edit]
Spencer was born on October 26, 1953 in Kingston, Jamaica. His father Egbert Spencer worked as the Director of Customs and his mother Gwendolyn Omphrpy-Spencer was an influential midwifery expert.[3] In 1960 she co-founded the Jamaican Midwives Association [4] and on August 1, 1978 received the Order of Distinction Officer Rank, for her impact in revolutionizing midwifery throughout the country.[5]
Spencer graduated from Kingston College in 1974, an all boys preparatory high school. While in school he participated in the Cadet Corps, served on the Executive Board of the school newspaper—the KC Times, and was a Senior Prefect. After graduating Spencer migrated to the United States in 1975. Today, Spencer maintains a close relationship with the campus especially the Choir and the athletic department. In 1984 Spencer coordinated the Choir's visit to New York City where they visited the United Nations, Pace University, and local churches. In 2012 the Choir returned again, this time to United States for the annual National Cherry Blossom Festival held annually in United States. For this trip as lead sponsor Spencer was involved in the fundraising and coordination for the groups visit and participation in the festival.[6]
Spencer served on the Kingston College Atlanta Chapter as an elected board member in 1981, became Vice President of the board in 1984 and then President from 1985 to 1986.[7] Spencer has also given the graduation address to the class of 2007 and the class of 20014 and in 2014 told the class to pursue their limitless possiblilites.[8]
Family History[edit]
Noel Spencer has multiple relatives who are distinguishable through contributions within their many spheres. Arthur Augustus Spencer (grandfather-father) was the first black Jamaican to become officer sergeant. He also opened the first bookstore on the island on King street. Cryrl Homproy (grandfather-mother) (grandfather-mother) was a prominent charted accountant or CPA. Ken Abendana Spencer (uncle) was a talented Jamaican painter without formal training. His pieces were depictions of everyday interactions in Jamaica. His modern impressionist style was developed while traveling in Europe and visiting museums there and in the United States. Althea Spencer Miller (sister) received her Ph.D from United Theological College and is the first woman to become a Methodist minister in the Caribbean. Wayne Spencer (brother) is the Inglewood California Police Oversight Commissioner since 2011. Phillippa Spencer (daughter) was voted top athlete in the history of John S. Burke high school in Goshen, New York. She went to state championships three years in a row and was on the George Washington University track and field team while in college. Leighton Spencer (son) represented Jamaica at an international track and field competition where he one first place for long distance running.
Politics[edit]
Spencer has a long history of participating in local government and civic organizations. While still attending Pace University Spencer represented the University as a student member of the New York Chamber of Commerce.
In 1998 Spencer ran as a democrat for Chester Town Council and was the only democratic candidate to win an elected seat in the Orange and Ulster counties that year. This election also made him the first African American of Jamaican descent to be elected to the Chester Town Council and hold a seat in Orange County in over 300 years. As a member of the Town Council Spencer (_____policy/record_______). As a member of the Town Council Spencer organized the Consul General of Jamaica's visit to the Orange County Legislature to hear the State of Jamaica delivered by Ambassador Basil Bryan and later participate in a key exchange with City of Middletown Mayor Joseph DeStefano. When he was reelected in 1999 he continued these policies for additional 4 years.
In 2000 Spencer ran against Republican Howard Mills III for the 95th district assemblyman seat In 2005 Spencer won the race for Orange County Legislature and represented the 8th district for one term of four years. As Legislature Spencer supported creating an Office of Accountability. He also advocated for safer cities and supported a gun buyback program in 2009
Furthermore, in 2001 Spencer was elected Chairman of the New York State Association of Insurance and Financial Advisers Political Action Committee. During his time as chair Spencer(policy___ and___ Record) In total Spencer has served in public office for over 11 years.
Work Experience[edit]
Today Spencer is the President and founder of Spencer's Financial located in Newburgh New York. Spencer's firm provides tax, investment and security management to cleints throughout the Hudson Valley. Spencer is a member of HD Vest and a licensed Aflac associate.
Awards[edit]
Over the last 30 years Spencer has been recognized the Latino Democratic Committee, the Hudson Valley and local associations for his commitment to the areas of finance, Caribbean, and especially Jamaican, heritage and culture as well as involvement in local government. Spencer was also referenced in former Jamaican Consul General to New York Ambassador Dr. Basil Bryan's book The Jamaicans: Children of God in the Promised Land for making history in 1998 by being the only Democrat to win and elected seat in Orange and Ulster New York counties.[9] Spencer remains a member of the Jamaican American Chamber of Commerce to this day. Over the years Spencer has been recognized for his leadership on many projects and in various areas such as:
- 1995 and1996: United Negro College Fund Award of Excellence, for being a top fundraiser.
- 1998: Hudson Valley Award for Achievement in International Trade.
- February 1999: Martin Luther King Hudson Valley Award
- 2000: Golden Krust Caribbean Bakery Community Leadership Award.
- 2001: Spencer as lead organizer of the Community Bank of Orange became the first American of Jamaican descent to start a DeNova bank. The Community Bank of Orange was the first start up bank in the Orange County in 54 years. In the banks's lifetime Spencer has served as board memeber, Loan Committee Chair and Audit Committee Chair.
- 2001: The Times Herald Record named Spencer as one of Mid-Hudson's "People to Watch" due to his achievements
- April 27, 2003: Presented an award of appreciation for "Cultural and Political Achievements for the Community" on behalf of the Chester Democratic Committee
- June 2006: The Lions Clubs International Civic Award
- September 26, 2009: Recognition of continual support from the Latino Democratic Committee
- May 1, 2011: Certificate of Appreciation on behalf of the American Legion for his leadership in remembering Second Lieutenant Emily Jazmin Tatum Perez, the first female minority to serve as Sergeant Mayor at West Point who was also the first female, African American and Hispanic officer from West Point to die in combat during the Iraq War, by campaigning for a street to be renamed in her honor.
- June 13, 2014: Office of the Executive Citation for dedicated service presented by the Nassau County Executive Edward Mangano; and certificate for outstanding service to diverse cultures of the Caribbean.
- December 13, 2014: KCOBA outstanding achievement award for contributions to Kingston College and the Atlanta Chapter located in New York
Community Engagement[edit]
Spencer is a consistent contributor to his high school alma mater Kingston College. He has designed bow ties for the Choir,[10] donated scholarships and in 2014 was the coordinator for the 50th Anniversary of Jamaican participation in the Penn Relays. That same year, Kingston College was honored as the first international school participant in the track and field competition held at the University of Pennsylvania. The occasion was commemorated with an exchange of school flags.[11]
As of January 2016 all of Spencer's contributions has totaled over $60,000 dollars(USD).[12]
Spencer regularly sponsors the Mt. Vernon Neighborhood Health Center Golf Classic and has donated over $35,000 (USD). He is also a Chester Soccer Club (2004 and 2005) sponsor on behalf of his business Spencer's Financial's.
