Opolot Simon Peter
Opolot-Okwalinga Simon Peter (born 30 January 1979) is a Ugandan politician, and security policy strategist,[1] who serves as the Member of Parliament for Kanyum County,[2] Kumi District. A member of the National Resistance Movement (NRM), he established a public profile through a career defined by military/security strategic engagement and senior technocratic service within the Ugandan government. In the January 2026 general elections, he secured a significant electoral victory by defeating the President of the Forum for Democratic Change (FDC), Patrick Oboi Amuriat. He is also recognized for his authorship of the "Guardian Ideology."[1]
Early life and education
Opolot-Okwalinga was born in Kumi District, Eastern Uganda. He attended St. Peter's College Tororo for his secondary education before enrolling at Makerere University, where he obtained a Bachelor of Arts in Social Sciences with a major in Sociology. His postgraduate education was supported by several international scholarships. In 2005, he was awarded a Commonwealth Scholarship under the Commonwealth Scholarship and Fellowship plan to study at the University of Leeds in the United Kingdom, where he earned a Master of Arts in Strategic Studies. During this period, he pursued professional military training, completing an Officer Cadet course with the University Officers Training Corps (UOTC) under the Royal Military Academy Sandhurst. In 2010, he received a scholarship from the German Academic Exchange Service (DAAD) to attend the University of Duisburg-Essen, obtaining a Master's Degree in Development and Governance with a specialization in Defence Policy Analysis.[3]
Professional and military career
Opolot-Okwalinga's professional career has been integrated into the security and administrative architecture of Uganda. He served at the Uganda People's Defence Forces (UPDF) Headquarters in Mbuya, specifically within the Office of the Joint Chief of Staff, the Office of the Chief of Defence Forces (CDF) and in the Office of the Commander Military Doctrine. He established a reputation as a technocrat while serving as a Personal Assistant to the late Gen Aronda Nyakairima, supporting him during his tenures as both Chief of Defence Forces and Minister of Internal Affairs. After the sudden demise of Gen Aronda, Opolot-Okwalinga continued his administrative experience in the Ministry of Internal Affairs as a Principal Research Officer and Policy Advisor to the minister then,[4] and he also served within the Inspectorate of Government (IGG) under the tenure of Justice Faith Mwondha, a background which has since informed his firm stand and zero tolerance attitude against corruption.[5][6]
Political career
In 2014, at Makerere University, he launched the Guardian Ideology,[7] a political framework asserting that leadership should function as a form of stewardship or "guardianism." This ideology eventually led his supporters to refer to him by the title Edaran Lo'Itunga ("The People's Guardian").
Following his election to the 11th Parliament of Uganda,[8] he became an active participant in legislative oversight.[9] He served on several committees, including the Committee on National Economy,[10] the Committee on Defence and Internal Affairs,[9][11] the Human Rights Committee, and the Committee on Presidential Affairs.[12] During a committee sitting in April 2026, Hon Opolot drew national media attention when he recommended that the State House Comptroller, Jane Barekye advise a long serving President Yoweri Museveni, to appoint his son also Chief of Uganda's military, Gen Muhoozi Kainerugaba as Vice President in the forthcoming cabinet.[13][14] The proposal was backed by key Patriotic League of Uganda(PLU) member Hon Twalla Fadil who was present but was viewed by political critics and commentators as a potential precursor to the "Muhoozi Project",[15] a controversial succession plan to have Gen Muhoozi take up the Ugandan presidency after his father.[16] This plan was first mentioned by Gen David Sejusa in 2013.[17][18]
In the January 2026 general elections, Opolot-Okwalinga retained his seat in Kanyum County, defeating Patrick Oboi Amuriat.[19][20][21] The victory was characterized by national and the subregion's media outlets, as a significant political upset given Amuriat's status as a high-profile opposition leader[22] and Teso's long historical characterization as an opposition stronghold especially the Forum for Democratic Change(FDC).[23]
