Orna Rosenfeld

Orna Rosenfeld is an architect and urban strategist, scientist, author, and global advisor on housing. She is known as an advocate for the advancement of housing knowledge and policy, and access to decent affordable housing.[1][2][3][4][5][6] Her research on affordable housing covers over 50 countries of the global north including Europe, North America, Caucasus, and Central Asia.[1][7]

Education

Orna Rosenfeld holds a Doctor of Philosophy in Urban Development and Regeneration (Thesis: Governance of relocation: An Examination of Residential Relocation Processes in Housing Market Renewal Areas in England[8][9]) from the University of Westminster in London. She earned a British Council's Chevening Scholarship in 2006 and received a Master of Arts in Planning Research and Theory from the University of Sheffield. She holds a bachelor of architecture from the Technion – Israel Institute of Technology.[10][11]

Career

Rosenfeld began her career as an architect. She designed and helped deliver over 6,000 homes before committing herself to international housing policy research and counsel.[12] In 2007, she pursued doctoral studies at the Westminster University School of Architecture and the Built Environment in London, where she also served as a researcher and lecturer until 2013.[10][13][14]

Following the global financial crisis of 2008-7, Rosenfeld has dedicated her work to advancing housing and affordable housing research and policy internationally to tackle the housing crisis.[2][6][15][16][17][18][19][20]

Rosenfeld's research and publications cover topics including: governance of housing market renewal[21][9], social housing in the global north[22], housing knowledge, regulation and funding in the EU member states[23], affordable housing finance[24][25], housing migrants,[11][26] informal housing in the countries with economies in transition.[27] Her work has contributed to Habitat III New Urban Agenda.[28][29]

Rosenfeld has advised a number of international organisations,[30][5][31] including the United Nations Economic Commission for Europe[32][33] the European Commission,[23][34] [19] the World Bank, as well as over 50 national governments at policy and ministerial levels[1] on housing trends and challenges in the global north, as well as strategies for advancement of international housing knowledge, policy and investment to improve access to decent and affordable housing.[24][25]

She is the author of the book Social Housing in the UNECE region: models trends and challenges[35] published by the United Nations in 2015, and translated to Russian.[36] and Korean[37]

As a senior housing expert and a presenter, Orna has given talks at the United Nations before housing ministers of 56 countries,[38][39] INTBAU[40] and World Cities Summit.[41][42]

In 2014, Rosenfeld was honored as a World Cities Summit Young Leader[43] in Singapore for her lifelong contribution to improving sustainability and the quality of life in cities.

She is also a visiting professor at the Sciences Po, Paris Institute of Political Sciences.[44]
