Patlolla Kista Reddy (2 October 1942 – 25 August 2015) was an Indian politician and lawyer who served as a Member of the Legislative Assembly (MLA) from the Narayankhed constituency in Medak district for four terms, with one unsuccessful attempt in 1994.[1][2] He was the chairman of the Telangana State Public Accounts Committee at the time of his death.[1]

Early life and education

Patlolla Kista Reddy was born on 2 October 1942 to Gund Reddy in Panchgoan Village, Narayankhed Town, Medak District.[1] He completed his Bachelor of Arts and Bachelor of Laws (LLB) degrees from Osmania University in 1967.[1] Before entering politics, he practiced law as a profession.

Political career

Entry into politics

Kista Reddy began his political journey with the Indian National Congress Party (INC) and started by serving as Sarpanch of Panchgoan Village.[1] He later became the President of Panchayat Samithi in Narayankhed.[1]

Legislative Assembly career

Patlolla Kista Reddy contested the Legislative Assembly from the Narayankhed constituency five times, winning four elections:

  • 1989-1994: Member of the 9th Andhra Pradesh Legislative Assembly, winning with 55,506 votes against TDP's M. Venkatreddy who received 50,168 votes[1][3][2][4][5]
  • 1994: Lost election as an Independent candidate, receiving 33,829 votes against TDP's M. Vijaya Pal Reddy who won with 55,647 votes[2]
  • 1999-2004: Member of the 11th Andhra Pradesh Legislative Assembly, winning with 63,162 votes against TDP's M. Vijayapal Reddy who received 55,605 votes[1][6][7][2][8][9]
  • 2009-2014: Elected from the Narayankhed constituency in Medak district with 68,472 votes against PRAP's M. Vijayapal Reddy who received 40,799 votes[10][11][12][2][13][14]
  • 2014-2015: Member of the first Telangana Legislative Assembly after state formation, winning with 62,347 votes against TRS's Mahareddy Bhupal Reddy who received 47,601 votes[15][11][2][16][17]

His electoral performance showed both resilience and strong constituency support across different political contexts. In his first victory in 1989, he secured 55,506 votes with a margin of 5,338 votes against TDP's M. Venkatreddy during a significant Congress wave where the party won 181 out of 294 seats in the Andhra Pradesh Legislative Assembly.[3][2][5] In 1994, he suffered his only electoral defeat when he contested as an Independent candidate, receiving only 33,829 votes against TDP's M. Vijaya Pal Reddy who won with 55,647 votes.[2] In the 1999 election, he demonstrated remarkable political resilience by returning to Congress and winning the Narayankhed constituency with 63,162 votes against the state trend, defeating Telugu Desam candidate M. Vijayapal Reddy who received 55,605 votes by a margin of 7,557 votes.[6][7][2][9] This victory was particularly significant as the Telugu Desam Party had won a dominant 180 out of 294 seats statewide, while Congress secured only 91 seats, making his constituency-level success against the broader political tide a testament to his local support.[7] In 2009, he achieved his highest vote count of 68,472 with a commanding margin of 27,673 votes against PRAP's M. Vijayapal Reddy during another favorable Congress period when the party won 156 out of 294 seats in the state assembly.[12][2] His final victory in 2014 saw him win with 62,347 votes, defeating TRS's Mahareddy Bhupal Reddy by 14,746 votes in the first Telangana state election.[11][2][17] The 2014 election marked a significant transition as it was the first Legislative Assembly election for the newly formed Telangana state, where his Congress party won 21 seats while the Telangana Rashtra Samithi secured 63 seats in the 119-member assembly.[11][17]

Key positions and responsibilities

  • Protem Speaker: Kista Reddy served as the protem Speaker for the first Telangana Legislative Assembly in 2014, following the formation of Telangana state.[18]
  • Public Accounts Committee: He was appointed as Chairman of the Public Accounts Committee of the Telangana Legislative Assembly, a position he held until his death in 2015.[1]
  • Standing Committee on Irrigation: He served as Chairman of the Standing Committee on Irrigation.[1]
  • Tirumala Tirupathi Devasthanams: Kista Reddy was a Member of the Trust Board of Tirumala Tirupathi Devasthanams, one of the most important religious institutions in South India.[1]

Death and legacy

Patlolla Kista Reddy died on 25 August 2015 following a massive cardiac arrest at his residence in SR Nagar, Hyderabad.[19][20][21][22]

Chief Minister K. Chandrasekhar Rao, while condoling the death of the senior legislator, ordered a state funeral which took place on Wednesday at his native village Panchagama near Narayankhed.[18] Several leaders cutting across party lines, including Assembly Speaker S. Madhusudanachary, S. Jaipal Reddy, and scores of Congress, Telugu Desam, and Telangana Rashtra Samithi legislators, paid their respects at the hospital.

Personal life

Kista Reddy was survived by his wife and four sons. His son, Patlolla Sanjeeva Reddy, followed in his father's footsteps and entered politics, eventually winning the Narayankhed constituency in the 2023 Telangana Legislative Assembly election on a Congress ticket. Sanjeeva Reddy is a doctor by profession and had supported his father during political campaigns from a young age.

Political impact

After Kista Reddy's death in 2015, a bye-election was called for the Narayankhed constituency in February 2016.[23] The official notification from the Election Commission of India, published in The Telangana Gazette, confirmed that "the seat of Sri Patlolla Kista Reddy, in the Legislative Assembly of the Telangana State, elected from 35-Narayankhed Assembly Constituency has become vacant on 25th August, 2015, by reason of death."[23] In the subsequent bye-election, his son Patlolla Sanjeeva Reddy contested on a Congress ticket but was defeated by Mahareddy Bhupal Reddy of the Telangana Rashtra Samithi, who won with 91,692 votes against Sanjeeva Reddy's 38,586 votes.[2] Bhupal Reddy served until 2023 when Kista Reddy's son Sanjeeva Reddy successfully reclaimed the constituency for the Congress party.

Kista Reddy's 25-year political career from 1989 to 2014 (with a brief interruption in 1994) spanned the transition from united Andhra Pradesh to the formation of Telangana state, making him a significant figure in the region's political history. His ability to recover from his 1994 defeat and maintain constituency support across changing political landscapes demonstrated both his resilience and effective representation of local interests. The constituency remained within his political family's influence, with his son eventually succeeding in reclaiming it for the Congress party in 2023.
