Paul Wormeli

Paul Wormeli is a consultant and lecturer in the field of information technology applied to public safety and criminal justice.

Wormeli is the Executive Director Emeritus of the Integrated Justice Information Systems Institute (IJIS) and was the first chairman of the Integrated Justice Information Systems Industry Working Group (IWG) prior to that group becoming IJIS. In 1968, Wormeli and some colleagues formed Public Systems Inc. and were granted a patent on the first mobile computer terminal in law enforcement. He was the first national director of Project SEARCH which later became the SEARCH, The National Consortium for Justice Information and Statistics. He was the project manager for the development of the first crime analysis handbook published by the National Institute of Justice[1]. In 1971, under Wormeli’s direction, ten states successfully exchanged criminal history records in the SEARCH prototype, a system that is now provided by the FBI’s Criminal Justice Information Services (CJIS) Division.

It was during his tenure at SEARCH that he developed the Attribute Based Crime Reporting system[2], which became the National Incident-Based Reporting System or NIBRS, a system dramatically improved over the legacy FBI UCR system. Wormeli has advised the White House on security and privacy and has drafted Federal law on such matters[1]. He was Chairman of the NIEM Outreach and Communications Committee[3], and served on the technical advisory committee for the Harvard School of Government Innovator's Network program for law enforcement and justice[1], and on the NASCIO Information System Architecture Working Group. He is an associate member of IACP, the Police Executive Research Forum, and a corporate member of the Association of Public Safety Communications Officers.

Wormeli is on the Board of Directors for Stewards of Change. He is an adjunct professor at George Washington University in the Cyber Security and Strategy program[4]. He holds a B.S. in Electronics Engineering from the University of New Mexico where he attended from September 1955 to June 1959, and a M.S. in Engineering Administration from George Washington University where he attended from September 1960 to May 1964.
