Penny Wong-On Chao
Penny Wong-On CHAO (Chinese: 周王安; pinyin: Zhōu Wáng'ān; born in Macau) is a Macau-based technology entrepreneur. He is known for co-founding the Macau International Association for Science and Technology (AIDIT)and for leading cross-border technology initiatives between Macau, Hong Kong, and mainland China.
Education
Chao holds a Doctor of Public Administration (DPA) from the University of Macau, supported scholarship from Macau Education and Youth Development Bureau (2022).He also holds a Master of Business Administration (MBA) and a Bachelor of Computer Engineering. He is recognised as a Senior Engineer in both Automation and Computer Technology.
Career
Chao has over 20 years of experience in software development and management. He currently serves as Managing Director of Macau Habitat Technology and CFO of Macau Kingdom Information Technology. Prior roles include Market Director at NewLand Group and General Manager of Y5ZONE Limited.
He holds professional certifications including Project Management Professional (PMP), Certified Information Security Professional (CISP), ACE Senior Engineer, and CFA-ESG. He has obtained more than 20 software copyrights and national invention patents.
Wi-Fi Street Project
As one of the founding members of the Macau International Association for Science and Technology.[1], Chao collaborated with the Macau government on the Wi-Fi Street (Wi-Fi街) [2][3]project, extending wireless internet coverage across Macau and Hong Kong to support technology-based tourism development[4]
Macau E-Commerce Festival (2019)
Chao led the 2019 Macau E-Commerce Festival, which was covered by People's Daily, People.cn, and the Central People's Government Liaison Office in Macau.[5][6]
Academic and Public Roles
Chao serves as a researcher at the University of Macau's Greater Bay Area Research Centre (Social Science Faculty). He is a co-editor of a column on quantum science and artificial intelligence in the journal Zhejiang Electric Power[7]. He is an expert reviewer for the Ministry of Education's Degree and Graduate Education Development Centre.
He has served as a guest lecturer at Macau Polytechnic University and Jinan University, and as a startup mentor at the Southern Software Park, Zhongda International Innovation Ecology Valley, and the Guangdong-Hong Kong-Macao Greater Bay Area Innovation and Entrepreneurship Incubation Base.
Civic and Charitable Work
Chao is an active member of Rotary, having served as President of the Rotary Club of Amizade Macau in 2017–18. During his presidency, he launched the "Smile Challenge"(微笑挑戰) to promote mental health awareness in the community.
Since 2011, he has participated in the China Foster Children Programme, undertaking educational support missions to rural areas of Yunnan, Guizhou, and Qinghai provinces. He has also donated water purification equipment to improve living conditions in remote communities in Guangdong, Guangxi, and Shaanxi.
