Prof. (Dr.) Balvir S. Tomar is an enterprising medical leader Chairman & Chanecellor Nims University Rajasthan, Jaipur with a huge philanthropic streak. Topping his medical college, he chose a fairly unknown specialty of pediatrics (at that time) because, in India, infant mortality was among the highest in the world. Trained in Harvard University, USA Kings College[1], London, he was one of the first pediatric gastroenterologists but still chose to return to India in 1981 due to his burning passion to serve the country of his origin.

His seminal work on Indian Childhood Cirrhosis, among deadliest diseases, with 100 % mortality, was published in the most prestigious global journal, serving as a focal point in the prevention of this killer disease ultimately leading to its eradication.

He set up the 1st pediatric-gastroenterology institute in India, at the most prestigious SMS Medical College in Jaipur, entirely from public donation, to address diarrhoeal disease malnutrition, among commonest causes of death. This action, in its own small way led to a remarkable reduction in infant childhood mortality rates.

He set up the 1st private Medical Nursing College in Rajasthan, a pressing need in India, having 1 of the lowest doctor/nurse: patient ratios. He has trained 1000s of doctors, nurses, other health-care professionals. To nourish his medical college, he set up a state of art medical facility, possessing all the cutting-edge technologies.

Transcending childhood mortality, he now focused on maternal mortality (most important health indicator). Unhygienic, home-based deliveries, by untrained personnel is the biggest cause of maternal neonatal mortality. Going beyond the GOI scheme, he started “Rajeshwari Janani Surakhsha Yojna,” awarding Rs 11,000 to every pregnant woman delivering in his hospital. Consequently, hospital-based deliveries in the region increased many folds, and maternal mortality was drastically reduced. Inspired by the ‘Beti Bachao–Beti Padhao” Scheme, he started “Hamari Beti” in which any girl child, born at the hospital, will be provided free education till PG, plus even free treatment for the family.

An enthusiastic enforcer of PM-JAY Scheme, even the patients not covered under govt. schemes are offered free treatment. Moreover, pursuing the philosophy of “Vasudhaiva Kutumbakam”; balanced ; nutritious, free meals are provided to all the patients/attendants; ≈10,000 meals are disbursed each day.

To improve health care delivery outcome; 35 fully equipped public health vans covering 300 KM radius are deployed, meant to increase community health awareness, smoking cessation, provide free first aid, taking pap smears, breast mammography ferrying sicker patients to tertiary care hospital; free of cost. Free medical camps are also held in the region wherein diagnostic treatment facilities are offered, free medicines distributed. Aiming to bring health-care right up to the door-step of rural patients, satellite health centers are established bringing superspecialists from higher centers to remote areas. Within the ambit of this program 100,000 patients have already been diagnosed treated.

First one to start liver multi-organ transplant services in the region. Concerned with the fate of poor deaf children, he offered free cochlear implants to them even before the national scheme was launched.

Taking into account, the pressing health care problem of northern India i.e. Fluorosis, he established “Fluoride Research Center in India,” undertaking a broad survey, analysing fluoride levels of the whole region, which not only served as the nodal point for subsequent fluorosis awareness programs, but also adopted as bench-mark by the government. This led to subsequent prevention and treatment strategies.

A front runner in the battle against COVID-19, he was the only one to use indigenous methods of medicine, to tackle this lethal monstrosity. Pioneer in demonstrating the benefits of Ashwagandha, Giloy and other Ayurvedic remedies in a 1st-ever clinical study in the world, marrying tradition with modernity.

His hospital served as the first and biggest quarantine, isolation, and treatment center in the whole region, offering 1700 beds to the community free of cost. His hospital was managed so well that it never faced any shortage of oxygen or ventilators during the entire period. Moreover, thousands of sanitized meal were distributed free of cost during this time. To increase vaccine awareness, 1000000 books were distributed; free of cost among citizens.

Scores of scholarships are disbursed to various categories i.e., poor, backward students, survivors of COVID warriors. Displaying patriotic fervour, special scholarship schemes are offered to war widows family members of armed force.

To address current burning social, economic, health issues of society to disseminate information about govt. policies & schemes, among citizens & youth, a National News Channel “News India 24*7” has been operational since 2014.

Early Life[edit]

Tomar was born in Varanasi on 28 August 1950 to a very humble family and is the son of Hotam Singh Tomar and Rajeshwari Devi. He wants to become an engineer but after the sudden death of his father he choose to pursue a career in the medical line to fulfill his father's wish. Hence, he was admitted to the Gajra Raja Medical College[2] (GMRC), Gwalior, to complete his MBBS. He passed his MBBS with a gold medal and claimed the top spot in his university. He bagged a gold medal in his MD because of his noble work during his studies.
